The Finance and Operations teams provide services to the institute and to external stakeholders. The role of Finance and operations is to support and facilitate research work by:
- Playing an active role in planning, mobilizing, managing and safeguarding resources effectively
- Services that respond to the institute’s internal and external needs, reflect best practice and are cost-effective and timely
- Professional advice that is sound and forward-looking
- Quality information that informs decision-making and is accurate, timely and relevant
- Training as required
- An enabling working environment
Supporting and facilitating organizational change by;
- Actively collaborating with themes and other functions within the institute, other CGIAR centres, partners, hosted institutions, suppliers and donors
- Taking individual and collective responsibility for the overall attainment of ILRI’s mission
The Finance function supports planning, monitoring and decision-making processes to achieve ILRI’s mission which is to reduce poverty and make sustainable development possible for poor livestock keepers, their families and communities in which they live, by bringing to bear high-quality science and capacity building.
The function is comprised of three units: Budget and Grants, Treasury and General Accounts. These units provide services to the institute, hosted institutions and outpost offices.
The function ensures that fundamental principles of financial management – financial accountability, internal controls, record-keeping, audits, planning, budgeting, cash-flow management, treasury management and financial reporting – are in existence and are adhered to in every part of the institute. The four key responsibilities of the function are;
a. Planning: Finance supports the planning process by providing the necessary financial information. Planning also entails assessing the institute’s financial situation and advising accordingly.
b. Reporting: Finance ensures that it is capable of meeting all financial reporting requirements – statutory, management and contractual – on a timely basis.
c. Performance and standards: Finance monitors the quality of financial reports generated and also ensures compliance with CGIAR guidelines, statutory and donor requirements.
The unit also develops performance standards and performs financial analysis to not only improve overall institutional performance but also provide management information that enables timely decision-making.
As the institute continues to work more with partners the unit has a vital role to play in managing and maintaining the relationships.
d. Treasury: Treasury management encompasses, payment, cash flow management and developing sound investment policies that safeguard the institute’s financial resource.
The Operations function comprising engineering, transport, stores, housing, conferencing and catering, liaison, security, procurement and staff clinic, provides services that respond to the institute’s internal and external customers’ anticipated and evolving needs. The function seeks to attain this goal by;
- Enhancing customer service delivery
- Assessing and mitigating potential risks emanating with the function
- Managing resources and ensuring value for money
- Providing safe and secure working environment
- Incorporating green environmental sustainability programs in operations
- Embracing modern technology for systems and equipment
- Incorporating best practice processes in operations
