<p>Can scientists make the whole of agricultural research for development greater than the sum of its parts? That&#8217;s the aim of a new initiative starting this year in three regions of sub-Saharan Africa.</p>
<p>As part of an American &#8216;Feed the Future&#8217; initiative to reduce hunger in sub-Saharan Africa, the US Agency for International Development (USAID) is supporting three agricultural research projects aiming to help Africa&#8217;s smallholders intensify their production systems and do so in ways that are sustainable.</p>
<p>These projects will be conducted in three regions of Africa: Sustainable intensification of cereal-based farming systems (1) in the Sudano-Sahelian Zone of West Africa and (2) in East and Southern Africa, both led by the International Institute of Tropical Agriculture (IITA), based in Ibadan, Nigeria; and (3) Sustainable intensification of crop-livestock systems to improve food security and farm income diversification in the Ethiopian highlands, led by the International Livestock Research Institue (ILRI).</p>
<p>These three African agricultural intensification projects were all launched this year (2012) with design workshops. A <a title="ILRI Wiki: agintensificationafrica" href="http://agintensificationafrica.wikispaces.com" target="_blank">wiki</a> has information on the three workshops, including their agendas and outputs.</p>
<p>The design workshop for the project in the Ethiopian highlands has just started at ILRI&#8217;s campus in Addis Ababa. ILRI&#8217;s director for its People, Livestock and the Environment Theme, agronomist Shirley Tarawali, who will soon take up a new position as ILRI&#8217;s director of institutional planning, gave a 17-minute slide presentation on the project (above).</p>
<p>Tarawali said in her presentation that the project is ambitious to fix the disconnect between separate research projects on separate agricultural topics (livestock, cereals, water, and so on) by identifying and then pulling together the best research outputs from the separate research projects. Such outputs include, for example, the identification of legumes and cereals that will better feed livestock as well as people (and sometimes soils as well); ways to make more strategic use of scarce fertilizers and optimal combinations of organic (manure) and inorganic (synthetic) fertilizers; and more efficient ways to use water resources.</p>
<blockquote><p>Add these kinds of useful products together and we could benefit whole farming systems,&#8217; says Tarawali.</p></blockquote>

<p>On 9 and 10 November 2011, the ILRI Board of Trustees hosted a 2‐day ‘liveSTOCK Exchange’ to discuss and reflect on livestock research for development. ILRI systems analyst Mario Herrero gave a keynote presentation titled &#8216;Global Livestock: Drivers, Trends and Futures&#8217;. What follows are highlights of the first half of his talk.</p>
<p>We need to feed 9–10 billion people by 2050 and we need to do so at a far lower environmental cost, basically with the same amount of land and less greenhouse gas emissions and water and nutrient use and at the same time in socially and economically acceptable ways.</p>
<p>Food systems have been changing and they&#8217;re likely to change even more as our population increases. So the target is moving.</p>
<p><span style="color: #800000;">Livestock systems are in transition</span><br />
The drivers and trends playing key roles in these changes include: the increasing human population, the &#8216;livestock revolution (as people get richer in emerging economies, they consume more animal products), and an unprecedented movement of people to cities.</p>
<p>The demand for livestock products to 2050 is going to be enormous. Total consumption is likely to be 2.5 times more than what we&#8217;ve experienced in the last decades. Just image the resource-use implications of producing all this meat and milk.</p>
<p>What are people eating and how are we going to produce all the new feed and food needed?<br />
People want chicken, pork and milk; these are the livestock foods growing at the fastest rates across the world. We need to see how we can increase our efficiencies in use of fresh water, 70% of which is used for agriculture. How do we increase efficiency gains of water use in the livestock sector?</p>
<p><span style="color: #800000;">Climate change</span><br />
To complicate the picture even further, we have climate change.  Recent assessments are telling us that the costs of the agricultural sector adapting to climate change go as high as USD145 billion per year. That figure represents 3% of global agricultural costs per year. The $145 billion represents the cost of the added technological change that we are going to need to produce food and counteract the impacts of climate change. This is no small sum of money! Remember that the G20 committed to give USD20 billion for agricultural development. This is simply not enough.</p>
<p><span style="color: #800000;">Reality check</span><br />
Food prices have been decreasing until recently. It&#8217;s likely that the increasing food prices, which severely affcct the poor, will keep on increasing. We need to be able to plan how to adjust our agricultural systems to produce more food and dampen those prices and do this without incurring a big environmental cost.</p>
<p><span style="color: #800000;">The livestock &#8216;balancing act&#8217;</span><br />
We know that keeping livestock has many advantages&#8212;they are an important source of nutrition, especially for poor people; they generate great incomes (the value of production of livestock is in many cases far higher than that for crops); and they help poor people to manage risks; they help maintain productive landscapes; and they are raised on many lands unsuitable for other kinds of food production.</p>
<p>Of course, on the other hand, livestock are inherently inefficient users of land; they are large users of natural resources; they are polluters in places; they produce a significant amount of greenhouse gases; and they are an important vector for human diseases.</p>
<p>What is key is realizing that livestock systems differ greatly by region and circumstance. We need a nuanced understanding of how this livestock &#8216;balancing act&#8217; plays out in different parts of the world. . . .</p>

<p>Agricultural systems analyst Mario Herrero, who leads a Sustainable Livestock Futures group at the International Livestock Research Institute (ILRI) in Kenya, gave a slide presentation last November at an invitation-only US National Academy of Sciences&#8217; scoping meeting on<a title="US National Academy of Sciences workshop: 'The role of animal agriculture in a sustainable 21st century global food system,' 9-10 Nov 2010" href="http://dels.nas.edu/global/banr/Animal-Production-Workshop-Activity" target="_blank"> The role of animal agriculture in a sustainable 21st century global food system</a>, held in Washington DC&#8217;s Dupont Circle.</p>
<p>Among the conclusions Herrero makes in his slide presentation, <a title="Herrero presentation: Food security, livelihoods and livestock in the developing world,' 8-9 Nov 2010" href="http://mahider.ilri.org/handle/10568/3894" target="_blank">Food security, livelihoods and livestock in the developing world</a>, is the need to change our agricultural investment paradigms so that we invest not only in the high-potential agricultural lands of the past (many of which, he says, are already &#8216;maxed out&#8217;), but also in the agricultural lands of the future.</p>
<p>What are these &#8216;agricultural lands of the future&#8217;? Well, those on which relatively extensive mixed crop-and-livestock systems are being practiced, for one.</p>

<p>A hitherto disregarded vast group of farmers—those mixing crops with livestock on &#8216;in between&#8217; lands—neither high-potential farmlands nor low-potential rangelands—are heavyweights in global food security.</p>
<p>This year’s corporate report by the International Livestock Research Institute (ILRI) looks &#8216;back to the future&#8217;—to the thousand million farmers practicing small-scale mixed crop-and-livestock agriculture in poor countries—the kind of seemingly old-fashioned family farming systems that have become so fashionable in recent years among those wanting to reform the industrial food systems of rich countries.</p>
<p>Scientists at ILRI and seven other leading international agricultural research organizations around the world recently looked at the future of this form of farming and determined that it is &#8216;mixed farms&#8217;—not breadbaskets or ricebowls—that will feed most people over the next two decades.</p>
<p>Their report shows that it is not big efficient farms on high potential lands but rather one billion small &#8216;mixed&#8217; family farmers tending rice paddies or cultivating maize and beans while raising a few chickens and pigs, a herd of goats or a cow or two on relatively extensive rainfed lands who feed most of the world’s poor people today. This same group, the report indicates, is likely to play the biggest role in global food security over the next several decades, as world population grows and peaks (at 9 billion or so) with the addition of another 3 billion people.</p>
<p>Remarkably, this is the first study ever to investigate the state of the world’s most prevalent kind of farmers—those who keep animals as well as grow crops. A major implication of the new report is that governments and researchers are mistaken to continue looking to high-potential lands and single-commodity farming systems as the answer to world hunger. As the study shows, many highly intensive agricultural systems are reaching their peak capacity to produce food and should now focus on sustaining rather than increasing yields.</p>
<p>A hitherto disregarded vast group of farmers—those mixing crops with livestock on &#8216;in between&#8217; lands—neither high-potential farmlands nor low-potential rangelands—are heavyweights in global food security.</p>
<p>The authors of this multi-institutional and multi-disciplinary study, most belonging to centres of the Consultative Group on International Agricultural Research (CGIAR), agree with many other experts that we need to bring our focus back to small-scale farms. But this report goes further, distinguishing one particular kind of small-scale farmer that should be our focus: this is the mixed farmer growing crops and raising animals in the world’s more extensive agricultural systems, which are described in detail on the next page.</p>
<p>These &#8216;mixed extensive&#8217; farms make up the biggest, poorest and most environmentally sustainable agricultural system in the world. It is time we invested heavily in this particular kind of farming system. Here is where there remain the biggest yield gaps. Here is where we can make the biggest difference.</p>
<p>The billions of dollars promised by the international donor community to fund small-scale farming in developing countries are likely to fail unless policies are reoriented towards this particular, most ubiquitous, and till now most neglected, form of agriculture. What this &#8216;extensive frontier&#8217; needs are the most basic forms of infrastructure and services. With these at hand, the world’s extensive mixed farmers will be in good position to scale up their food production to meet future needs.</p>

<p>A hitherto disregarded vast group of farmers—those who farm both crops and livestock—hold the key to feeding the world in coming years. Most of the world&#8217;s &#8216;mixed&#8217; farmers are smallholders tending rice paddies or cultivating maize and beans while raising a few animals. A research report led by the International Livestock Research Institute (ILRI) indicates that this group is likely to play the biggest role in global food security over the next several decades (see ILRI Corporate Report 2009-2010, &#8216;Back to the Future: Revisiting mixed crop-livestock systems&#8217;). This photofilm celebrates these &#8216;unsung heroes&#8217;—both the mixed farmers themselves and their farm animals.</p>

<p>John McDermott, who serves as deputy director general-research at the International Livestock Research Institute (ILRI), and some of his ILRI colleagues published a paper in <em>Livestock Science</em> that sets out what will be needed to make livestock production a sustainable system for smallholders in the developing world, enhancing both the livelihoods and environmental resources of the poor. The abstract of this ILRI paper follows.</p>
<p>&#8216;Smallholder livestock keepers represent almost 20% of the world population and steward most of the agricultural land in the tropics. Observed and expected increases in future demand for livestock products in developing countries provide unique opportunities for improving livelihoods and linked to that, improving stewardship of the environment.</p>
<p>&#8216;This cannot be a passive process and needs to be supported by enabling policies and pro-poor investments in institutional capacities and technologies. Sustaining intensification of smallholder livestock systems must take into account both social and environmental welfare and be targeted to sectors and areas of most probable positive social welfare returns and where natural resource conditions allow for intensification.</p>
<p>&#8216;Smallholders are competitive in ruminant systems, particularly dairy, because of the availability of family labour and the ability of ruminants to exploit lower quality available roughage. Smallholders compete well in local markets which are important in agriculturally-based or transforming developing countries.</p>
<p>&#8216;However, as production and marketing systems evolve, support to smallholders to provide efficient input services, links to output markets and risk mitigation measures will be important if they are to provide higher value products. Innovative public support and links to the private sector will be required for the poor to adapt and benefit as systems evolve. Likewise targeting is critical to choosing which systems with livestock can be intensified. Some intensive river basin systems have little scope for intensification. More extensive rain-fed systems, particularly in Africa, could intensify with enabling policies and appropriate investments. In more fragile environments, de-intensification is required to avoid irreversible damage to ecosystems.</p>
<p>&#8216;Attention to both social and environmental sustainability are critical to understanding tradeoffs and incentives and to bridging important gaps in the perspectives on livestock production between rich and poor countries and peoples. Two specific examples in which important elements of sustainable intensification can be illustrated, smallholder dairy systems in East Africa and South Asia and small ruminant meat systems in Sub-Saharan Africa, are discussed.&#8217;</p>

<p>A new initiative to help pastoralists and smallholder farmers cope with the twin pressures of drought and climate change was launched recently at the Nairobi, Kenya, headquarters of the International Livestock Research Institute (ILRI).</p>
<p>The initiative, ‘Climate change adaptation and mitigation for communities in dryland regions,’ is conducted by a group of development partners that include the Climate Change, Agriculture and Food Security (CCAFS) research program of the<strong> </strong>Consultative Group on International Agricultural Research (CGIAR), the Food and Agriculture Organization of the United Nations (FAO), Vétérinaires San Frontières, Solidarites and Action Aid among others. The initiative will work towards securing the agro-pastoral livelihoods of poor livestock keepers in Ethiopia, Kenya and Somalia.</p>
<p>The meeting, held on 22 March 2011, brought together donor representatives, regional research and development partners, national research and extension representatives and non-governmental agencies engaged in promoting dryland agriculture. The meeting aimed to create awareness of the challenges facing the drylands and to share information about existing technological and institutional innovations that can address some of their most pressing challenges.</p>
<p>The drylands and other marginal environments of eastern Africa have high population growth and climate variability and few livelihood options other than livestock keeping. Such marginal lands around the world, however, produce about 20% of the world’s food, have rich cultural and social diversity and are inhabited by people whose traditional ways of coping with climate change can be harnessed for improved small-scale agriculture and livelihoods.</p>
<p>The new regional drylands initiative will help increase crop and livestock productivity in the three countries as well as add value to supply chain processes and help build supportive institutional frameworks for enhancing food production and marketing.</p>
<p>The initiative hopes to boost food security and livelihoods by increasing the resilience of vulnerable livestock keepers and is expected to reach about 1.3 million people at a cost of USD15 million in its first phase, which starts this year and will go on until 2013.</p>
<p>‘As a key partner in the project,’ said James Kinyangi, a regional program leader of CCAFS, who is based at ILRI, ‘CCAFS will apply lessons from successful past CGIAR research to intensify agricultural production in marginal environments. This should help eastern Africa’s dryland communities to develop greater resilience to climate change.’</p>
<p>The drylands initiative follows a workshop on dryland farming practices held in 2008 to map strategies for improving farming in eastern Africa’s drylands and identify high-priority crops for adaptation.</p>

<p>Placing ecosystems at the heart of food security efforts can improve the productivity, resiliency and long-term sustainability of food supply systems. This is one of the key messages emerging from a new multidisciplinary collaboration led by the United Nations Environment Programme.</p>
<p>The collaboration brings together organizations working in the fields of livestock, fisheries, environment, water and agriculture to synthesize knowledge into options to alleviate hunger.</p>
<p>Ecosystems provide food both in its natural state (e.g., capture fisheries, forest products) and in more managed landscapes (e.g., crop systems, livestock, aquaculture). Climate change and overexploitation, especially of water resources, threaten the productivity of ecosystems. And because most of the world&rsquo;s poor are directly dependent on both natural and managed ecosystems for food, they are the most vulnerable to environmental degradation and climate-related shocks.</p>
<p>Ecosystems also provide a host of services fundamental to food and water security. In particular, many ecosystems provide water management functions that are crucial to a stable food supply&mdash;these include water storage, purification and regulation functions as well as flood control. Ecosystems also need water to support their functioning, but many countries currently don&#39;t consider ecosystems a water user at all, much less a &#39;privileged&#39; water user.</p>
<p>To keep up with food demand, water withdrawals from rivers and lakes will have to increase by an estimated 70&ndash;90% by 2050 and large tracts of forest and grassland will have to be converted to agriculture. The ecological fall-out from such a course of action would be catastrophic. Continued decreases in ecosystem services have already begun to hurt agricultural productivity.</p>
<p>Only by treating healthy ecosystems as fundamental to healthy food systems will it be possible to create systems that are not only more sustainable, but also more productive, resilient and diverse.</p>
<p><span style="color:#800000;"><strong>What this will take</strong></span><br />
	<span style="color:#800000;">(1) Shift the focus of agricultural development from protecting discrete ecosystems to managing larger landscapes.</span><br />
	Address these larger landscapes as bundles of interlinked services and ecosystems supporting food production. Expand the role of ministries of environment in bringing ecosystem services to the forefront of food security policy and planning.</p>
<p><span style="color:#800000;">(2) Ensure water for ecosystems and ecosystems for water.</span><br />
	Adequately value ecosystems services when allocating resources and planning water and land development. Avoid making unintended tradeoffs&mdash;particularly those that harm food and water security. Consider quality as well as quantity requirements of different water users to reveal options for reducing fresh-water withdrawals from the environment and getting more benefit per drop.</p>
<p><span style="color:#800000;">(3) Do more than improve &#39;water efficiency&#39; in agriculture.</span><br />
	Without attending to allocation of water &#39;saved&#39; to downstream ecosystems, improving water efficiency can end up doing more harm than good. Widen the focus on crop-based systems to include forests, livestock and fish. Place greater emphasis on managing water stored in the soil profile.</p>
<p>These three recommendations are described in detail in a forthcoming report, &#39;Ecosystems for water and food security&#39;, whose development was coordinated by the International Water Management Institute. Contributors to the report include: the Arava Institute for Environmental Studies, the Convention on Biological Diversity, the Challenge Program on Water and Food, EcoAgriculture Partners, the Interdisciplinary Centre for Environment and Society at the University of Essex, the International Livestock Research Institute (ILRI), the Institute for Land, Water and Society at the Charles Sturt University, the International Soil Reference and Information Centre&ndash;World Soil Information, the Participatory Ecological Land Use Management Association, the Stockholm Environment Institute, The Nature Conservancy, the UNEP-DHI Centre for Water and Environment, WorldFish, the Wageningen University and Research Centre.</p>

<p>As agricultural leaders across the globe look for ways to increase investments in agriculture to boost world food production, experts in African livestock farming are meeting in Addis Ababa this week to deliberate on ways to get commercialized farm production, access to markets, innovations, gender issues and pro-poor policies right for Africa&rsquo;s millions of small-scale livestock farmers and herders.</p>
<p>More than 70 percent of Africa&rsquo;s rural poor are livestock farmers. Each farm animal raised is a rare source of high-quality food, particularly of dietary protein, minerals, vitamins and micronutrients, for these households. Pastoralists, who rely on herding their animal stock to survive in the continent&rsquo;s dry and otherwise marginalized environments, also make up a significant number of Africa&rsquo;s population.</p>
<p>&lsquo;There is a growing recognition by governments and donors that expanding investment in the agricultural sector is a cornerstone for alleviating poverty and building assets in Africa and other developing regions,&rsquo; said Carlos Ser&eacute;, director general of the International Livestock Research Institute (ILRI).</p>
<p>&lsquo;Smart investments targeting the developing world&#39;s growing numbers of livestock keepers (who make up about 1 billion people today) is a win-win-win,&rsquo; said Ser&eacute;. &lsquo;Such investments promise not only to greatly increase global food security but also to generate profits for both poor livestock producers and agribusinesses.&rsquo;</p>
<p>Livestock production today employs more than 1.3 billion people globally. Most African small-scale farmers practice mixed farming systems that combine both crop farming and livestock keeping. Globally, these mixed systems produce the majority of the world&rsquo;s food staples, including 89 percent of the maize, 91 percent of the rice, nearly 75 percent of the milk and 68 percent of the beef consumed.</p>
<p>Livestock-based enterprises are pathways out of poverty for many people in Africa, for whom animals are a source of nourishing foods and regular incomes. With demand for milk, meat and eggs rising fast in many developing countries, the raising and marketing of animals and animal products also allows many people to take advantage of the new growth opportunities in this sector.</p>
<p>Despite the vibrancy of the livestock sector in Africa, much of the investments in African agriculture for food security to date has focused almost exclusively on crop farming. That is a mistake, says Ser&eacute;, as are many investments made to boost crop and livestock production systems independently.</p>
<p><span style="color: rgb(128, 0, 0);">A livestock scourge eradicated</span><br />
	This is an opportune time for a meeting of Africa&rsquo;s leading livestock experts. On 16 October 2010, to mark the United Nations World Food Day, the Food and Agriculture Organization of the United Nations and other world bodies chose to celebrate the eradication of rinderpest from the face of the earth. Probably the most remarkable achievement in the history of veterinary science, this milestone is expected to be announced in mid-2011, pending a review of final official disease status reports from a handful of countries to the World Organisation for Animal Health.</p>
<p>Rinderpest is a viral livestock disease that has afflicted Europe, Asia and Africa for centuries. It killed more than 90 percent of the domesticated animals, as well as untold numbers of people and plains game, in Africa at the turn of the 19<sup>th</sup> century, a devastation so complete that its impacts are still felt today, more than a century later. The last-known outbreak of rinderpest occurred in Kenya in 2001.</p>
<p>The key technical breakthrough in this effort involved development of an improved vaccine against rinderpest that did not require refrigeration up to the point of use. This allowed vets and technicians to backpack the vaccine into remote war-torn areas where the disease was a major problem. The AU-IBAR led the Pan-African Rinderpest Campaign, which coordinated the efforts that resulted in the eventual eradication of rinderpest from Africa.</p>
<p><span style="color: rgb(128, 0, 0);">Livestock conference to address main constraints to livestock production in Africa</span><br />
	It is against this background that leading scientists in African agriculture are gathering 25&ndash;28 October 2010 at the United Nation Conference Centre in Addis Ababa, Ethiopia, to discuss the challenges and opportunities of commercializing livestock agriculture in Africa at the <a href="http://www.aasap-esap.org/" target="http://www.aasap-esap.org/">Fifth All African Society of Animal Production</a>.</p>

<p>Among specific areas to be addressed are livestock trade and markets, pastoralism and natural resource management, animal genetics and commercialization, climate change and its effects on livestock systems, livestock feeds, and the delivery of livestock services to smallholders and herders.</p>
<p>Despite its wealth of livestock resources, Africa produces livestock at relatively low levels, due to a range of technical, socioeconomic and biological challenges faced by smallholders and herders on the continent. These include weak policies and veterinary and other institutions; widespread parasitic, tropical and other livestock and zoonotic diseases; poor-quality feeds; inadequate inputs for livestock production; insufficient access to livestock markets and market information; and low market prices.</p>
<p>&lsquo;This conference is addressing policy and strategy gaps that have prevented African livestock producers from making the most of their livestock resources,&rsquo; said Tadelle Dessie, a scientist with ILRI. &lsquo;Addressing these gaps should help raise the level of investment in livestock production and improve market access for small-scale livestock producers.&rsquo;</p>
<p><span style="color: rgb(128, 0, 0);">Fix gender-based problems in livestock livelihoods</span><br />
	One potent way to enable Africa&rsquo;s farmers and herders to benefit more from livestock production, say many who have researched the topic, is to redress gender imbalances in access to resources for livestock production. &lsquo;Institutional, social and economic gender-based constraints inhibit women&rsquo;s full participation in livestock markets and marketing,&rsquo; says Jemimah Njuki, a scientist with ILRI.</p>
<p>Research shows that many African women already have access to very local markets and that they already participate in different stages of livestock value chains. &lsquo;Helping women access market-related information will help them help raise the continent&rsquo;s livestock production levels,&rsquo; Njuki said, adding, &lsquo;and should allow them to benefit more from their livestock enterprises.&rsquo;</p>

<p>Investing in the dairy sector and growing it into a competitive industry would offer small-scale dairy producers in sub-Saharan Africa opportunities to increase their incomes, meet food requirements and find a way out of poverty, according to a new study that assesses global perspectives for smallholder milk production by the Food and Agriculture Organization of the United Nations (FAO).</p>
<p><em>The status and prospects for smallholder milk production&mdash;A global perspective,</em> a study jointly published by FAO and the International Farm Comparison Network and released September 2010, says &lsquo;making smallholder dairy production more competitive could be a powerful tool for reducing poverty, raising nutrition levels and improving the livelihoods of rural people in many developing countries.&rsquo;</p>
<p>The study notes that rising milk demand, which is growing by about 15 million tonnes per year in developing countries, provides a chance for small-scale dairy farmers to raise their milk production, which would not only create jobs but also help to &lsquo;establish sustainable dairy chains that can meet local consumer and world market demands&rsquo;. &lsquo;Growing consumer demand for dairy products in developing countries, driven by population growth and rising incomes, offers important market opportunities for smallholders,&rsquo; the report adds.</p>
<p>The Africa-based International Livestock Research Institute (ILRI) is at the forefront of helping small-scale dairy producers benefit from the dairy sector through projects such as the Smallholder Dairy Project, which contributed to a review of the Kenya dairy policies beginning in 2004, eventually leading to remarkable benefits of over US$230 million for Kenyan milk producers, vendors and consumers&nbsp;in the past 10 years. Interventions of this project have also led to a three-fold increase in milk production across areas where the project worked with small-scale dairy farmers.</p>
<p>ILRI is also helping to implement a Heifer-International-led East Africa Dairy Development project in Kenya, Rwanda and Uganda that is improving the dairy incomes of over 170,000 dairy farmers. The project is organizing farmers into cooperative groups to pool resources and buy milk cooling facilities, improve animal breeds, improve fodder and train farmers how to better manage their milk business. In the past two years of the project&rsquo;s implementation, changes in attitude among dairy farmers have led to economic benefits that are improving the livelihoods of East Africa&rsquo;s small-scale dairy producers.</p>
<p>Around 150 million small-scale dairy farming households (750 million people) are engaged in milk production globally, with most of them in developing countries, according to the study; some six billion people, most of them in developed countries, consume milk and milk products.</p>
<p>With global prices for dairy products expected to rise in coming years, the report notes that small-scale milk producers &lsquo;have very competitive production costs&rsquo; and thus calls for small-scale dairy producers to be organized in order for them &lsquo;to compete with large-scale, capital-intensive, &ldquo;high-tech&rdquo; dairy farming systems&rsquo;. &lsquo;Better farm management practices, expanding dairy herd sizes and increasing milk yields could easily improve smallholder labour productivity, making dairy sector development a potent tool for poverty reduction,&rsquo; the report says.</p>
<p>The study, however, cautions that &lsquo;smallholder dairy production will only be able to reach its full potential if some of the threats and challenges the sector is currently facing are addressed. In many developing countries, smallholders lack the skills to manage their farms as &ldquo;enterprises&rdquo;; have poor access to support services like production and marketing advice; have little or no capital to reinvest with limited access to credit; and are handicapped by small herd sizes, low milk yields and poor milk quality.</p>
<p>Dairy sectors in developing countries also face the challenge of competing with massive policy interventions (price support, milk quotas, direct payments, investment support programmes, export subsidies) in developed countries, which create a competitive advantage for dairy production in developed countries and penalize dairy farmers in developing countries, the report noted.</p>
<p>Smallholders are also affected by trade liberalization, which increasingly exposes them to competition from large-scale corporate dairy enterprises that are able to respond more rapidly to changes in the market environment.</p>
<p>Any dairy development strategy, the study recommends, must not exclusively focus on dairy producers but improve competitiveness throughout the entire dairy production chain, targeting farmers, input suppliers, milk traders, processors, retailers and others.</p>

<p>In an opinion piece published today in the <em>Guardian</em>&#8216;s <a href="http://www.guardian.co.uk/global-development/poverty-matters/2010/oct/14/smallholder-farmers-agribusiness-investment" target="Poverty Matters Blog: 'Backing smallholder farmers today could avert food crisis tomorrow', 14 Oct 2010">Poverty Matters</a> blog, Carlos Seré, a leading agricultural economist from Uruguay serving as director general of the Africa-based International Livestock Research Institute (ILRI), says that backing smallholder farmers today could avert food crises tomorrow. Agribusiness investment would not only transform the lives of farmers in South Asia and Africa, Seré says, but also boost global food security.</p>
<p><span style="color: #800000;">Seré&#8217;s editorial follows.</span></p>
<p>As food riots continue in Mozambique and food crises persist in Niger and elsewhere, leaders in global agriculture, food and development are gathering in Des Moines, Iowa this week to highlight the significant role the world&#8217;s smallholder farmers could play in alleviating poverty and hunger.</p>
<p>In sub-Saharan Africa and south Asia, most people still live in rural areas, where they farm crops and livestock or derive other livelihoods from agriculture. With few other ways to feed their families or make a living, billions of rural people will continue to cultivate lands and raise farm animals.</p>
<p>These smallholder farmers form the backbone of global food production. Despite climate change, pests, diseases, water scarcity, and myriad other challenges, small family farms produce more than half of the world&#8217;s food. Most of the food staples consumed in the developing world come from small &#8216;mixed&#8217; farms, which make efficient use of the resources at their disposal by combining crop and animal production.</p>
<p>Smallholders also represent an emerging market opportunity for local and international agribusiness alike. Because opportunity costs for their land and labour are relatively low, these farmers are competitive food producers. Their mixed crop-and-livestock farming systems can compete effectively against large scale commercial operations.</p>
<p>Smart investments by agribusiness could help millions of these smallholders in south Asia and Africa. By helping them to become even more efficient and improving their links to other markets, agribusiness could enable them to make the transition from subsistence farming to remunerative enterprise.</p>
<p>Agribusiness can help farmers gain better access to improved seeds, knowledge, and other agricultural inputs, and link smallholders to local and international private sector enterprises, reducing transaction costs and risks as well as adding value to their agricultural products. Farmers would see a sustainable boost in production and income, while agribusinesses would gain new access to billions of potential buyers.</p>
<p>The award of the World Food Prize this week to Heifer International, a livestock oriented non-governmental organisation, should help promote smallholder livestock production, in particular, as a vital pathway out of poverty and hunger.</p>
<p>Farm animals kept on the world&#8217;s small farms serve as the building blocks of prosperity. With global human population rising (it is expected to increase by 2 to 3 billion people over the next four decades, after which it should begin to decline), livestock are becoming agriculture&#8217;s most economically important sub sector, with demand in developing countries for milk, meat and eggs projected to double over the next 20 years alone.</p>
<p>A wealth of innovative business opportunities exists for companies to invest in livestock-related enterprises by providing infrastructure, credit, feed, vaccines, or milk cooling systems. Smart investments targeting the developing world&#8217;s billions of livestock keepers could greatly increase global food security, as well as generate profits for both livestock producers and agribusinesses.</p>
<p>Small scale livestock enterprises drive dairy production in eastern Africa and south Asia. India is now the largest dairy producer in the world, with most of the country&#8217;s milk produced by small farmers. More than 80% of the milk output in Kenya is produced not by large milk companies, but rather by approximately 800,000 small scale dairy farmers. It is sold to customers by some 350,000 small scale milk vendors.</p>
<p>The potential of livestock and the ongoing &#8216;livestock revolution&#8217; to better the lives of poor farmers in developing countries drives the scientific agenda of the Africa-based International Livestock Research Institute (ILRI). We see the great opportunities livestock offer the poor. Every day, we see how much difference the meat, milk, muscle, manure and money supplied by a cow, goat, pig, camel or other domesticated animal makes to people struggling to produce enough food and income for their families. We see also how much the loss of farm animals &#8211; through disease, drought or other disaster &#8211; devastates such households.</p>
<p>With the help of agribusiness expertise and increased public investment, we think the world&#8217;s smallholder farmers could become a major force in global food security, helping to sustain increasing levels of world food production over the long term.</p>
