Last week (13 Dec 2011), aid agencies that have funded Biosciences eastern and central Africa Hub (BecA Hub), a shared state-of-the-art research and capacity building platform hosted and managed by the International Livestock Research Institute (ILRI) for the region, convened an all-day meeting at ILRI’s Nairobi headquarters. The purpose of the meeting was to harmonize support being provided to BecA and African biosciences and to explore sustainable models for building on the momentum that BecA and its supporters have created.

BecA’s main donors and stakeholders represented at this meeting were the:

  • Australian Agency for International Development (AusAID)
  • Bill & Melinda Gates Foundation (BMGF)
  • Canadian International Development Agency (CIDA, which funded BecA in its beginnings)
  • New Partnership for Africa’s Development (NEPAD)
  • Syngenta Foundation for Sustainable Agriculture.

This donor alignment meeting came appropriately on the heels of a recent first meeting of the CEOs of both NEPAD, a program of the Africa Union celebrating its tenth anniversary, and ILRI, one of 16 centres belonging to the Consultative Group on International Agricultural Research (CGIAR), now celebrating 40 years of operation.

NEPAD’s Luke Mumba, who participated in the meeting, brought warm greetings from his CEO, Ibrahim Assane Mayaki, who had paid a recent first visit to ILRI and BecA and reported that NEPAD views BecA ‘as strategically important for affordable and accessible biosciences.’

‘BecA and NEPAD have a common vision to improve livelihoods of the poor,’ Mayaki said. ‘And NEPAD is now interested to play a bigger role in BecA’s programs, helping it to have even greater impact.’

ILRI director general Jimmy Smith thanked Mumba for his message and then framed the ensuing discussion in a talk and slide presentation. The following are excerpts from his talk.

Opening remarks by ILRI’s Jimmy Smith
‘The idea for a Biosciences eastern and Central Africa platform started when I worked for CIDA. It is an initiative I’ve supported since its inception. And I’ve been thinking about BecA since before I rejoined ILRI this November.

‘I liked BecA’s business plan but thought it lacked the “demand side”. I discussed this with Syngenta’s Marco Ferroni, and told him that it’s possible that different donors have different expectations of BecA. I want these to be aligned so that I can fulfill on them.

‘I’d like to frame our discussions today by providing first a bit of context.

Up until 2008 we all believed that food came from supermarkets. Then the world food market went topsy turvy. Prices rose and 100 million people were sent into poverty. Because prices for food were good for some poor farmers, 40 million people also rose out of poverty.

‘Since then, people are once again raising the old Malthusian theory—that massive geometric population growth in the face of arithmetic food growth is bound to lead to great social upheavals.

Here’s what we’re facing. There’ll be 2.5 billion more people by mid-century. We’ll need 70% more food produced to feed the additional population. Specifically, for example, we’ll need 1 billion more tonnes of cereal grains by 2050 for food, feed and biofuels. Most of the additional food will have to come from land already farmed.

‘And we are not starting from zero. There are already 1 billion people in the world who are hungry!

’75% of people who are poor live in rural areas, but they are at the receiving end of investments of only 4% of official development assistance for agriculture.

‘Donor support to agriculture has fallen from 1980 to 2009. The trendline is inching upwards, but very slowly—and it is not matching the need.

‘In Africa, food production has been increasing but it still lags behind population growth. Africa has been meeting its food needs largely from importation, US$14-billion-worth of cereals each year. This is not sustainable. The continent cannot continue to spend so much on food if it is also going to invest sufficiently in other sectors, such as health and education.

‘The Ford and Rockefeller foundations together financed research that led to the ‘Green Revolution’. This was a group of donors, around a table, with a big vision, which was transformative. My question is, will the creation of BecA be as transformative as that of the Ford and Rockefeller vision was in the sixties? I think it could be.

What are the opportunities for BecA?
‘Every expert who has studied the food situation has said our best possibilities lie in the biotech sciences. People see biotech as a new frontier that has helped us in the past and can continue to do so in the future. We can now do things faster and with more precision. Look how quickly genomes can now be mapped.

This opportunity could be seized and be transformative again. Think if we could produce maize as efficiently as sorghum. What would happen to the maize belt in Africa? Can we create plants whose photosynthesis is more efficient? Can the native African Boran cow produce as much milk as the exotic Jersey?

‘The facility to conduct such science is brought to Africa through the BecA Hub at a scale that could have great impact. It is also here at a size that can greatly help build biosciences capacity on the continent. BecA Hub capacity can leverage the expertise of ILRI and the other centres of the CGIAR. It can catalyze and add value to the agenda of the Comprehensive Africa Agriculture Development Programme.

‘Challenges and questions remain. Can we, for example, develop an explicit agenda setting process that CAADP members will own and invest in? Can we transform our funding base to do transformative science working with CADPP, NARS, universities? Can we put in place an accountability framework that inspires confidence in our donors and partners? Can we bring about more harmonious relationships internally?’

This afternoon, staff at the Nairobi headquarters of the International Livestock Research Institute (ILRI) are holding their annual Christmas/holiday party, so we’re in an early festive mood and think this as good a time as any to post this ILRI photofilm (marriage of still photographs with sound) of a visit German Chancellor Angela Merkel paid to ILRI on 12 July 2011, which happened to be the last day of work of Carlos Seré, whose ten-year tenure as director general of ILRI was ending.

(We like to remark around here about how kind it was of the German Chancellor to come all the way to Nairobi to bid our director general farewell!)

The visit went well, with the sun—and ILRI’s newly refurbished and state-of-the-art biosciences laboratories—shining and ILRI’s young bioscientists from across Africa and other parts of the world standing ready to provide the Chancellor with a lab coat, a theory, an answer, an explanation—and, as you shall see in the photofilm, a smile.

Yesterday (12 Jul 2011), Lydia Wamalwa, a PhD student from the International Potato Center doing her research at the Biosciences eastern and central Africa (BecA) labs at the International Livestock Research Institute (ILRI), gave Chancellor Angela Merkel an overview of her research to improve the resistance of sweet potato to the sweet potato weevil, a pest that causes major losses to this, the third most important food crop in eastern and southern Africa.

On the same lab tour, the Chancellor also heard from Appolinaire Djikeng, a Camerounian bioscientist who is BecA’s technology manager.

Djikeng explained that ILRI established BecA in 2006 with the New Partnership for Africa’s Development and funding from Canada. BecA provides state-of-the-art laboratory facilities to African scientists conducting research on the continent’s biggest food production problems.

In its first 5 years of operation, Djikeng said that BecA has:

  • strengthened biosciences capacity in the region and trained hundreds of young African agricultural scientists;
  • generated productive collaborations between dozens of scientists working in Africa with other experts working in Germany and elsewhere in Europe, in North America and in Asia; and
  • convened donor representatives, agricultural scientists and civil society leaders in dozens of high-quality meetings to identify research gaps and ways to close them.

‘You’re now standing in BecA’s crop research laboratory,’ Djikeng said. ‘Many institutes have recently relocated their agricultural research programs here to take advantage of BecA’s resources, unique in sub-Saharan Africa.’

Among the international teams hosted by ILRI-BecA are those leading work on:

  • cassava, banana and yams (IITA [International Institute for Tropical Agriculture], based in West Africa)
  • sorghum, millet and other cereals of drylands (ICRISAT [International Centre for Research in the Semi-Arid Tropics], based in India)
  • potato and sweet potato (CIP [International Potato Center], based in Peru), and
  • drought-tolerant maize for Africa (CIMMYT [International Maize and Wheat Improvement Centre], based in Mexico).

One of BecA’s trainees, Rachel Aye, then told the Chancellor about how German support and BecA facilities are enabling her to advance development of a vaccine against a disease that is ravaging the livestock of Africa, including in her country, Uganda.

Djikeng and Aye thanked Chancellor Merkel on behalf of all their colleagues for making this historic visit and for her country’s longstanding support of agricultural research for development.

Chancellor Angela Merkel of the Federal Republic of Germany visited Kenya today (Tue 12 Jul 2011) as the first part of a three-day, three-nation, African tour.

This morning, in the presence of the Chancellor, Merkel’s ambassador to Kenya, Ms Margit Hellwig-Boette, signed an agreement between Germany and the International Livestock Research Institute (ILRI), which is headquartered in Kenya. The signing ceremony was part of a press conference given by Kenyan Prime Minister Raila Odinga at Nairobi’s Intercontinental Hotel.

Germany has been one of ILRI’s top donors for many years, contributing more than USD11 million in just the past six years.

The new agreement Germany and ILRI signed launches a project Germany is funding in Kenya to be led by ecology researchers at ILRI and local partners in Kenya. The study will assess the state of Kenya’s ‘eco-conservancies’, which strive to benefit both Kenya’s wildlife and the pastoral people who have been stewards of wildlife in this country for centuries. The study will examine the benefits accruing from the establishment of these eco-conservancies in terms of both wildlife conservation and poverty reduction among Kenya’s pastoral communities.

Following the signing ceremony, attended by ILRI Director General Carlos Seré and ILRI’s Director of Partnerships and Communications Bruce Scott, Chancellor Merkel attended a State luncheon given by President Mwai Kibaki, to which ILRI’s director general was also invited. Chancellor Merkel then proceeded to the University of Nairobi, where she gave a keynote address.

Later in the afternoon, the Chancellor paid a visit to ILRI’s campus, in Nairobi’s Kabete suburb. Chancellor Merkel was met by ILRI Director General Seré, who welcomed her with a few remarks, noting in particular the key role science can play in helping the world feed its growing human populations.

‘Our challenge over the next four decades,’ said Seré, ‘is to feed another 2 billion people, nearly 1 billion more people in Africa alone, from the same or smaller resource base. As a scientist,’ Seré told the Chancellor, ‘I’m sure you appreciate how important research is to rising to the global challenge to feed the world sustainably.’

The ILRI director general then described the benefits of ILRI-German partnerships over many years in diverse fields, from climate change adaptation to carbon sequestration schemes to vaccine development, all conducted in Kenya; to increasing water-use efficiencies on mixed crop-livestock farms in the Nile Basin; to forestalling parasite drug resistance in West Africa; to ensuring safe milk, meat and egg production and marketing in southern Africa.

Seré concluded by requesting the Chancellor’s help in raising awareness in Germany and elsewhere of the importance of science in helping this continent to become food secure.

‘Please tell your listeners that science partnerships in this matter matter,’ said Seré.

‘Only through such partnerships will we manage to tackle the world’s increasingly complex development problems.’

Chancellor Merkel than made a few remarks to the ILRI and diplomatic communities assembled outside ILRI’s new greenhouse.

After this, ILRI’s Carlos Seré and Bruce Scott led the German Chancellor on a tour of a few of ILRI’s advanced biosciences laboratories, where Merkel spoke to several scientists about their research on the crops and farm animals that are the mainstay of poor people throughout the developing world.

The afternoon ended with ILRI’s Carlos Seré thanking the Chancellor for taking the time in her busy schedule to see at first-hand some of the high-quality and relevant science being conducted in Africa to solve some of Africa’s most intractable agricultural problems.

Germany’s Chancellor Angela Merkel has arrived in Kenya.

Her busy one-day visit to this country, the first of three countries she is visiting on her African tour, includes talks with Kenya President Mwai Kibaki and Prime Minister Raila Odinga.

As reported in Kenya’s Daily Nation newspaper on Sunday, Merkel will also hold a joint press conference with Prime Minister Odinga. At the press conference, to be held at the Intercontinental Hotel, in Nairobi’s city centre, Chancellor Merkel will sign a new agreement between her government and the International Livestock Research Institute (ILRI), which is headquartered in Kenya.

ILRI Director General Carlos Seré and Director for Partnerships and Communications Bruce Scott will attend the prime minister’s press conference and take part in the signing ceremony. Chancellor Merkel and ILRI’s Carlos Seré will then attend a State luncheon hosted by President Kibaki at State House.

After the luncheon, Chancellor Merkel is scheduled to give a speech at the University of Nairobi. She will then pay a visit to ILRI’s headquarters, in the suburb of  Kabete, where she will tour ILRI’s farm and labs, be introduced to some of the research partnerships her country is involved in, and give an address to the ILRI and diplomatic community.

The Daily Nation reports that some of Germany’s scientists are working at ILRI, which is ‘described as a model of a state-of-the-art research institution in Africa.’

President Kibaki is quite familiar himself with ILRI’s research. The president toured the laboratories at ILRI/BecA late last year (17 Nov 2010) when he officially launched the BecA Hub. And just last Friday (8 Jul 2011), the president paid a visit to an ILRI exhibit at the launch of his government’s ‘Open Data Web Portal,’ the first of its kind in Africa, at the Kenyatta International Conference Centre. At this launch, the president and several of his ministers as well as some 1,000 (techie) participants heard from ILRI scientist Andrew Mude, who presented to them a novel livestock insurance product that ILRI has initiated with private and public partners for poor livestock herders living in Kenya’s northern pastoral lands.

After her busy day today in Nairobi, Chancellor Merkel departs tonight (Tue 12 Jul 2011) for  Angola before going on to Nigeria.

This is a red-letter day for ILRI for another reason. ILRI Director General Carlos Seré, an agricultural economist from Uruguay, and his wife, Chrysille Seré, from Germany, will also be departing Kenya tonight, as it is the director general’s last official day in his Nairobi office. Carlos Seré has led ILRI for ten years, having started his tenure in January 2002. He is going on summer leave starting tonight. On 1 October of this year, Jimmy Smith, an animal scientist and policymaker from Guyana, now at the World Bank, will take over from Carlos Seré as director general of ILRI.

ILRI has had several informal goodbye parties for the Seré’s and will have one more opportunity to wish him well in the new position he is taking up in Rome at the International Fund for Agricultural Research (IFAD) at a 1.5-day ‘Seré Seminar’ that will take place this November in Addis Ababa to look back at Seré’s 10-year ILRI legacy and forward to new leadership under Smith.

ILRI staff are thus expressing to themselves how kind it is for Chancellor Merkel and President Kibaki to bid their director general farewell in suitable style at the State and ILRI functions today. :-)

Biosciences eastern and central Africa (BecA) is a regional research platform located in Nairobi, Kenya, that was officially launched by Kenya’s President Mwai Kibaki and other dignitaries in November 2010. The BecA Hub gives scientists and students from across the region access to state-of-the-art facilities in the life sciences.

One woman’s long-term commitment is responsible for much of this achievement. Gabrielle Persley is an eminent Australian plant scientist who directs a Doyle Foundation, named after her late husband, Jack Doyle, who for some two decades served as deputy director general-research of the International Laboratory for Research on Animal Diseases, a predecessor of the International Livestock Research Institute (ILRI), headquartered in Nairobi, Kenya. For the last several years, Persley has served as senior advisor to ILRI’s director general, Carlos Seré.

In this 15-minute ILRI film, Persley describes an eventful, multi-year, and at times seemingly heroic, odyssey as she and others at ILRI, the Kenya Agricultural Research Institute, the New Partnership for Africa’s Development, and the Canadian International Development Agency, along with other organizations, nursed the BecA Hub project at ILRI from the drawing board through political deliberations and, finally, into a brand spanking new laboratory complex on ILRI’s campus serving as a regional biosciences resource.

This was Persley’s last seminar at ILRI, before she left to return to her native Australia, where she is continuing her life-long work for international agricultural research for development with Australia’s Crawford Fund and other institutions and initiatives.

Bio-Innovate launch: Gabrielle Persley, senior advisor to ILRI's director general

Gabrielle Persley, senior advisor to the director general of the International Livestock Research Institute (ILRI), is leaving her position at ILRI this month to take up work for Australia’s Crawford Fund.

Persley has a rich knowledge of African agriculture and food security and the transformative role agricultural science, and biosciences in particular, must play in Africa’s economic development. Persley contributed to development of a Bio-Innovate Program, officially launched yesterday with funding from the Swedish International Development Agency and co-located at ILRI’s Nairobi laboratories. She helped to bring another joint initiative, the Biosciences eastern and central Africa (BecA) Hub, also located at ILRI, from infancy to young adulthood, helping to secure original funding from the Canadian International Development Agency and then the Syngenta Foundation and supporting the resulting transformation of existing laboratories into state-of-the-art facilities for the whole region. These flagship platforms will help accelerate biosciences innovations in and for Africa.

ILRI director general Carlos Seré writes:
‘Gabrielle has had a long association with ILRI and its predecessors—the International Laboratory for Research on Animal Diseases (ILRAD) and the International Livestock Centre for Africa (ILCA)—going back to the mid 80s when she first started visiting both institutes as the Australian aid representative responsible for Australian contributions to these and other centres belonging to the Consultative Group on International Agricultural Research (CGIAR). She has returned on many occasions over the ensuing 25 years to help us face new challenges and mobilize support for our work.

‘Gabrielle will be leaving ILRI at the end of March to take up a new assignment with the Crawford Fund in Australia. Her work will focus on “Expanding the horizons in International Agricultural Research”, as part of enhancing the Crawford Fund’s role as a think tank on Australian aid policy, particularly in regard to identifying new investment streams for international agricultural research, and in working with like-minded foundations internationally.

‘Gabrielle has spent many years supporting the growth of science and technology in Africa, most recently at ILRI through her current role as senior advisor to the director general. In other incarnations, she has been the architect of an Intermediary Biotechnology Service of the International Service for National Agricultural Research (ISNAR), now a Program on Biosafety Systems at the International Food Policy Research Institute (IFPRI)), biotechnology advisor for the World Bank in Washington, D.C.,  for almost a decade, and chair of the Doyle Foundation in Scotland.’

Persley is giving a farewell seminar this afternoon (17 March 2011) at ILRI’s Nairobi headquarters.

Synopsis of Gabrielle Persley’s seminar today
Africa, science and agriculture: a 25-year perspective,’ through the eyes of Gabrielle Persley, who has been a scientist in Africa, a donor, a partner, a senior advisor and a friend of ILRI and its predecessor, ILCA and ILRAD, and the CGIAR, and who is a friend of Africa and Africans.

At the seminar Gabrielle will share reflections about the co-creation of BecA by ILRI and its partners in Africa and internationally over the past several years; a vision of where BecA may go in the future, including through partnerships with new programs such as Bio-Innovate on product incubation; looking further into the future in broadening the horizons of international agricultural research by identifying emerging issues and new funding streams beyond the traditional CGIAR investors; and the enabling environment necessary for creating a vibrant research-for-development culture on campus.

A new program called Bio-Innovate, which stands for ‘Bioresources Innovations Network for Eastern Africa Development,’ is being launched tomorrow (Wednesday 16 March 2011) at the Nairobi, Kenya, campus of the International Livestock Research Institute (ILRI).

Funded by the Swedish International Development Agency (Sida), Bio-Innovate offers competitive funding for biosciences and innovations in six countries of eastern Africa through a Bioresources Innovation Fund. The program accepts applications for regional, multi-disciplinary innovation projects in Burundi, Ethiopia, Kenya, Rwanda, Tanzania and Uganda.

More than 80 people—including scientists, policymakers, development practitioners and staff from private companies, donor agencies and diplomatic missions—are expected to participate. They represent national agricultural research organizations and universities, national councils for science and technology, regional bodies and international organizations from within and outside the region.

We interviewed two of the key people, Seyoum Leta, Bio-Innovate’s program manager, and Gabrielle Persley, senior advisor to ILRI’s director general, to tell us what Bio-Innovate is all about. Watch these short interviews below.

East Africa has never had the facilities, funding or skilled manpower to undertake agricultural science on a scale that could move from research all the way to new technologies for farmers. Bio-Innovate is a new program aiming to provide that ‘missing link’. It will tackle the big regional problems such as climate change results, and environmental degradation, by the application of bio-sciences, with the direct aim of helping small-scale farmers.

Core elements of the work of the Bio-Innovate projects will be done in the field. Through building partnerships within the participating countries, national research programs and the local private sector, evaluation of potential products in the field and scaling up can be targeted to local needs.

A project funded by the Wellcome Trust on zoonotic diseases was broadcast last week on an Australian television program called ‘Catalyst’. The show ran on Thursday, 10 March 2011, at 20:00 Australian time. The research described in the program is supported by the International Livestock Research Institute (ILRI), where the project’s principal investigator, Eric Fevre, is hosted.

The television program interviews Fevre and his colleagues Lian Doble, a veterinarian managing laboratory work in western Kenya, and  Appolinaire Djikeng, technology manager of a Biosciences eastern and central Africa (BecA) Hub, located on ILRI’s Nairobi, Kenya, campus.

Fevre and Doble and their team are investigating what disease pathogens of both people and animals are circulating near the border town of Busia, a very poor, densely populated area whose communities mix crop growing with livestock raising on small plots of land. Research such as this that is looking at both human and animal diseases is rare but urgently needed because the close relations of people and farm animals in many poor regions, as well as the existence of monkeys and other wildlife nearby, is a ‘recipe for diseases’ jumping from animals to people. If we’re going to manage to forestall another zoonotic plague such as bird flu or HIV/AIDS, we’re going to have to conduct more of such ‘one health’ investigations that look at exactly what diseases are being transmitted between animals and people. The research project in western Kenya is part of a larger study being conducted by the BecA Hub to look at diseases of animals and people across eastern Africa. The BecA Hub team is using genomics and meta-genomics, and ’4 million bucks of computing power,’ to build a picture of the complex relations of disease pathogens circulating in the region.

NARRATION
Africa, the cradle of humanity and renowned for its wildlife. It could also be the origin of the next global pandemic. It’s long been known that people and animals living close together—well, that’s a recipe for disease. But exactly which diseases? And if new diseases are creeping into the system? Well, that’s something they’re trying to find out here in western Kenya. They’re called zoonotic diseases: infections that can jump from animals to people.

There are lots of zoonotic infections. In fact, about 60 per cent of all human diseases are of zoonotic origin.

NARRATION
So this team headed by Eric Fevre is taking a much closer look at the health of people and livestock in a densely populated region of western Kenya.

It seems to be obvious that zoonotic infections will occur more in people who keep livestock than in those who don’t. Whether that’s the case has never been formally established.

Lian Doble
If you look around here you don’t see the cattle in a field, in a fenced field or in a barn away from the people. Cattle are tethered within the compound that everybody’s working in, the chickens are loose around, going in and out of the houses. It’s a much more integrated system than anything we really see at home.

NARRATION
The kinds of problems that this environment creates are readily apparent.

We’re in a mixed crop-livestock production system where people are keeping a few animals. And as you can see behind me here, it’s the rainy season and people have recently planted their new crops. And this is an area of interaction between the croplands and the animals. And you can see behind over there behind those fields is some forest. And there might be a watercourse flowing through that forest, for example, where the animals are going to water. And that’s where the exciting things happen from a disease transmission point of view.

NARRATION
Part of the team focus on human health, taking a range of samples from people in the village as well as a detailed account of their medical history and current living situation. Meanwhile, others in the team have a look at the livestock.

Lian Doble
What we do know is that there are a large number of diseases that circulate between animals and humans. The problem is that a lot of these diseases cause signs which are very similar to other human diseases like malaria and human tuberculosis. What isn’t known is actually how many of the diseases that are mainly diagnosed as malaria actually are another disease caused by the pathogens found in cattle. So we’re just trying to find out what diseases she has and what are shared with the people that she lives with.

She’s feisty and she’s quite healthy so we’ll see what she might have been carrying. And we can tell you later in the lab.

In this place we’ve got a human and an animal lab next door where we process the material that comes in from the field. One of the things that we really need to do is look at fresh material. Because once the samples get a bit old, the parasites become a bit difficult to identify. And the second important thing is that we of course feed back to the participants of our study. So results that we get in the lab here are used directly by the clinicians working in the field to decide what treatments they should be giving people. So that’s one of the direct ways that our research project feeds back into the community.

NARRATION
This detailed look at the community health of a whole region is showing many expected results, and a few surprises.

One of the diseases that we’re testing for is brucellosis. And looking at the official reports there isn’t any brucellosis in this region. But we have detected brucellosis both in animals and in people and so already that’s what’s telling us that there are things circulating here that official records don’t pick up.

NARRATION
There seems to be a lot of malaria around, but Eric’s team are finding that many cases are masking something much more sinister.

Often it won’t be malaria. It will be something else. And there are a multitude of different pathogens that cause fever of the type that malaria also causes. And that’s a real problem. Because somebody with a low income might need to, say, sell one of their animals to then go to the clinic, get a diagnosis, buy some anti-malarial drugs. They don’t work because the person actually has sleeping sickness. So they go back to a different clinic. Or to a traditional healer. They get drugs that don’t work for the infection that they have. And so on and so on, five, six, seven times, travelling maybe ten kilometres each time. That’s a huge economic burden on them. And then finally they get properly diagnosed when they’re in the late stage of their infection. And it would have been much easier to treat them if they’d have been caught earlier on.

It’s a very complex picture that is emerging, one that could be simplified by some basic technology.

Lian Doble
Thirty per cent of our participants don’t have access to a latrine. You can imagine what that means. And that’s something that could be very actually quite easily sorted out with some education and some money and would sort out all sorts of other diarrhoeal diseases, which are one of the huge killers of young children in Africa.

Back in Nairobi another team is taking a different look at the spread of diseases across east Africa.

So essentially at the moment we are trying to cover the east African region. But of course we would like to once we establish our processes and data management skills and data analysis skills we like to expand this to other parts of Africa.

NARRATION
The first step in the labs is to figure out exactly what spread of diseases are present in their samples.

You are able to go in there, look at the, the complex composition of the viruses, at the pathogens or at the small organisms that exist in them in doing it that way you are able to come up with a catalogue of potential organisms that exist in there.

NARRATION
And this analysis goes deep into the DNA of the viruses and pathogens that are found, tracking minute changes in their genetic make-up that allows Appolinaire’s team to follow the spread of individual strains of a disease.

We have a reasonably good bioinformatic infrastructure here for storing that data and extracting them, looking at specific parameters from that particular data base. With so many samples from such a wide geographical area and with so much information for each individual sample these guys are dealing with a lot of data and so they brought in four million bucks worth of computing grunt. There are several teams looking at zoonotic diseases in Kenya, but the impact of their work is global.

Appolinaire Djikeng
The threat of emerging and re-emerging infectious diseases are no longer restricted to countries like central Africa or sub-Saharan Africa So I think now we have to put this work in the context of the global effort across the world. Trying to make sure that even remote parts of the area do have resources and capabilities to begin to do good and accurate diagnostics of what could be emerging.

Eric Fevre
We actually use the data that we gather to, to try and understand how these things are being transmitted, how the fact that your animal has this disease impacts on your risk at a population scale. And, and use that to then try and understand the, the process of transmission of these diseases.

Lian Doble
The next big disease problem is very likely to be a zoonotic disease so doing this sort of work and then leaving it isn’t an option. It needs to be ongoing and, and build. This is the start of something and we’ll build on it from here.

‘Busia is a hard place; a border crossing town riddled with grinding poverty and hard living. The main street, the only sealed road through town, is frequently clogged with a seemingly endless string of trucks waiting to cross the border into Uganda. Because Uganda, Rwanda and Burundi are all landlocked nations, every drop of fuel and most freight coming into the country has to be trucked in from Mombasa and most of that comes through Busia. . . . This area of Kenya has some of the most intensively farmed land in East Africa. The whole landscape is divided into small plots with clusters of mud and thatch huts scattered among them. Here people live cheek-by-jowl with their crops and animals. It’s a recipe for diseases to jump from animals to people. Add strips of forested vegetation inhabited by a variety of monkeys and other native mammals and the chances of new diseases leaping into the human population goes up dramatically. We’re here to report on the work of a dedicated group trying to get a handle on exactly what diseases are in this chaotic system. It’s hard work, in one of the hotter areas of Kenya, and the study is spread over a huge area. . . .’

Purvi Mehta, Capacity Strengthening Officer

Head of capacity strengthening ILRI, Purvi Mehta-Bhatt delivered a lively presentation yesterday in New Delhi explaining how capacity building is an ‘impact pathway’ linking agriculture, nutrition and health for human well being (photo credit: ILRI).

Yesterday in New Delhi, Purvi Mehta-Bhatt, head of Capacity Strengthening at the International Livestock Research Institute (ILRI), was one of three speakers to make a presentation during a side session at the international conference ‘Leveraging Agriculture for Improving Nutrition and Health’ being put on this week by the International Food Policy Research Institute (IFPRI).

Saying it was ‘great to be home, in India’, Mehta-Bhatt, who is an Indian national based at ILRI’s Nairobi headquarters, started her 12-minute talk by getting down to basics—the basics of an elephant, that is. She told a ‘small story’ of an elephant that landed in a land where nobody had seen an elephant before. Everyone looked at this new beast in different ways, each seeing only a part of the animal. Even though all were looking at the same object, each interpreted the beast very differently, according to the small part they could see of it and according to their own interpretations. ‘This is pretty much the story of the three sectors we are talking about—agriculture, nutrition and health,’ said Mehta-Bhatt.  ’We are all in our own silos’, she said, and need to see the beast whole.

Mehta-Bhatt sees capacity strengthening work as an important ‘impact pathway in linking these three sectors together’.

‘A piecemeal approach won’t work,’ she warned.  And although ‘this is nothing new’, she said, we still have limited capacity and understanding in this area, and only a few concrete case studies to show where linking different stakeholders in a health outcome has worked. As someone recently complained to her, it’s all very well talking about bringing all stakeholders together, but when has that ever ‘come out of Powerpoints’?

‘Capacity development is not just about training programs,’ says Mehta-Bhatt; ‘it goes beyond individual capacity building; it brings in systemic cognizance and impinges on institutional architecture, and all this happens in a process of co-learning, where messages are taken both from lab to land and from land to lab.’

Among ongoing ILRI initiatives that make use of multi-national, multi-disciplinary and multi-sectoral capacity building approaches are an ILRI-implemented Participatory Epidemiology Network for Animal and Public Health (PENAPH) with seven partners; a NEPAD-sponsored Biosciences eastern and central Africa Hub facility managed by ILRI in Nairobi and hosting many students from the region; a Stone Mountain Global Capacity Development Group of 11 members that is mapping existing capacities in the field of ‘one-health’ and co-led by the University of Minnesota and ILRI; and an EcoZD project coordinated by ILRI that is taking ecosystem approaches to the better management of zoonotic emerging infectious diseases in six countries of Southeast Asia and helping to set up two regional knowledge resource centres at universities in Indonesia and Thailand.

All of these projects, she explained, have capacity strengthening as a centrepiece; all are working with, and building on, what is already existing at the local and regional levels; and all are being conducted in a process of co-learning.

Mehta-Bhatt finished by finishing her elephant story. Capacity development, and collective action for capacity development, she said, can link the three sectors—agriculture, nutrition and health—allowing them not only ‘to recognize the elephant as a whole but to ride it as well.’
