Research communications and Local Content workshops

A workshop on ‘Africa Learning and Exchange on Local Content, Social Media and Agricultural/Rural Knowledge Sharing’ opened on the Nairobi campus of the International Livestock Research Institute (ILRI) last week.

From Monday through Wednesday, 5–7 July, the focus of the workshop was on ‘Research Communication’ and participants, who included ILRI staff and communication practitioners from research and non-profit organizations from Ethiopia, Uganda, Tanzania and Zimbabwe, were trained on use of social media tools in research communications. Participants also shared their experiences of using these tools.

The research communication workshop taught participants how to recover and disseminate research, identify and counter bias in search tools and use social media/web 2.0 tools and skills and approaches. Participants gained hands-on experience in working with wikis, creating blogs and adding content, using social bookmarking tools, such as Delicious, and using feeds to organize information from different web resources.

Participants also identified the challenges and opportunities offered by social media tools in Africa. They used a participatory wiki to document and share the workshop proceedings and edited and produced short video clips highlighting their views of the workshop.

Evelyn Katingi, a research coordinator with ILRI, said the workshop helped her ‘appreciate the value of social media tools in better organizing my work.’ She added ‘I look forward to using these tools in my work and in training others how to use them.’

A second part of the workshop, held 8–9 July, focused on sharing experiences of using modern online communication, social media and digital tools in gathering and sharing local African content. Participants included community radio hosts and managers, social workers and trainers who also explored how digital and online output from their organizations in Africa can be combined and promoted externally. The participants developed a shared understanding of how these tools and approaches can best be adapted to the African context to promote knowledge sharing.

Output from this week-long workshop, which was organized by ILRI and a Dutch-funded initiative, Emergent Issues in Information and Knowledge Management (IKM) and International Development, known as the IKM Emergent Research Programme, will inform preparation for an AgKnowledge Africa ShareFair that will take place at the ILRI campus in Addis Ababa in October 2010.

In an open session at the recent IAALD Congress, colleagues on the CGIAR ICT-KM blog recently concluded that “Social media can play an important role in enhancing information management for agriculture and rural development.”

By ‘social media’, we mean web communication tools like blogs, wikis, facebook, and all kinds of photo, video and presentation-sharing spaces where people publish and interact.

In the video interview, Peter is shown discussing a poster prepared for a meeting of the ILRI Board of Trustees (see or download the poster on slideshare). His presentation on social media to ILRI colleagues is also published on slideshare.

Publishing posters and presentations online is part of ILRI’s efforts to make a much wider range of research outputs more openly accessible across the Internet. Another example is the recent ILRI annual program meeting where all the scientific posters and presentations were shared online.

Beyond these social, interactive tools, a key part of this commitment to more accessible outputs has been to establish a complete ‘repository’ of the various kinds of outputs produced by ILRI staff and projects. At ILRI, this tool is called ‘Mahider‘. It is both a way to capture and index all that ILRI produces and a tool for their full text publishing and promotion.

Recognizing that our own repository is not enough to reach all potential audiences for our research, we also publish our books and reports full text on Google as part of a CGIAR-wide project (see http://books.cgiar.org).

Outputs by ILRI staff and projects concerning information and knowledge management

Small-scale farmers depend largely on their animals and need to feed them well. However, several factors threaten its supply. Technology based innovations have been the mainstream solution to improve the fodder problem. But making farmers find relevant information and networks appears to be as effective for innovation. An ILRI project looks at the issue from a different point of view and discovered that the problems related to fodder availability have just as much to do with access to knowledge as with access to appropriate technology. Household takes refuge from the rain in central Malawi

In recent months, an,  initiative of the Consultative Group on International Agricultural Research (CGIAR) called the Regional Plan for Collective Action in Eastern & Southern Africa (now simply called the ‘Regional Collective Action’) updated its ‘CGIAR Ongoing Research Projects in Africa Map’: http://ongoing-research.cgiar.org/ This collaborative and interactive map will be launched in the coming weeks through fliers, displays and presentations at agricultural, research and development meetings that have Africa as a focus. Although much of Africa’s agricultural research information has yet to be captured in this map, 14 centres supported by the CGIAR have already posted a total of 193 research projects and much more is being prepared for posting.

The newsletter of the Regional Collective Action—Collective Action News: Updates of agricultural research in Africa—continues to elicit considerable interest and feedback. Recent issues reported on the CGIAR reform process (November 2009) and agriculture and rural development at the recent climate change talks in Copenhagen (December 2009). The January 2010 issue reflects on the achievements of the Regional Collective Action since its inception three years ago (http://www.ilri.org/regionalplan/documents/Collective Action News January 2010.pdf).

Several high-profile African networks, including the Forum for Agricultural Research in Africa (FARA), the Food, Agriculture and Natural Resources Policy Analysis Network (FANRPAN) and the Association for Strengthening Agricultural Research in Eastern and Central Africa (ASARECA), are helping to disseminate the newsletter of the Regional Collective Action as well as information about its consolidated multi-institutional research map. Coordinators have now been appointed to lead each of four flagship programs of the Regional Collective Action.

Flagship 1 conducts collaborative work on integrated natural resource management issues and is coordinated by Frank Place at the World Agroforestry Centre (ICRAF).
Flagship 2 conducts research on agricultural markets and institutions and is led by Steve Staal of ILRI.
Flagship 3 conducts research on agricultural and related biodiversity and is led by Wilson Marandu of Bioversity International with support from Richard Jones of the International Crops Research Institute for the Semi-Arid Tropics (ICRISAT).
Flagship 4 conducts research on agriculturally related issues in disaster preparedness and response and is led by Kate Longley and Richard Jones of ICRISAT.

These four flagships programs of the Regional Collective Action are expected to play crucial roles in advancing collaborative discussions and activities in the new CGIAR, which is transforming itself to better link its agricultural research to development outcomes. ILRI’s Director of Partnerships and Communications, Bruce Scott, represented the CGIAR Centres at the December Meeting of the ASARECA Board of Trustees.

‘ASARECA continues to value the work of the CGIAR Centres in this region and welcome the Regional Collective Action,’ Scott said. With the four Flagship Programs off and running, the interactive Regional Research Map live on the web, and Collective Action News reporting on regional agricultural issues regularly, collaborative agricultural science for development in Africa appears to have got a welcome boost.

Learning from successes in agricultural development is now more urgent than ever. Progress in feeding the world’s billions has slowed, while the challenge of feeding its future millions remains enormous and is subject to new uncertainties in the global food and agricultural systems. Recently ILRI Nairobi had the pleasure of hosting a special policy seminar titled Millions Fed: Proven Successes in Agricultural Development, organized by The International Food Policy Research Institute (IFPRI) and CGIAR Collective Action for ESA. The key speaker was Dr. David Spielman, one of the authors of Successes in Agricultural Development: Lessons Learned from Millions Fed, a study from IFPRI, with support from The Bill & Melinda Gates Foundation, embarked on to identify and assess interventions in agricultural development that have substantially reduced hunger and poverty; to document evidence about where, when and why these interventions succeeded; to learn about the key drivers and factors underlying success; and to share lessons to help inform better agricultural policy and investment decisions in the future. Following a rigorous review process, the project ultimately identified 20 proven successes in agricultural development, several of which highlight policies, programs and investments in sub-Saharan Africa. This event presented what worked, why it worked and what we can learn from these successes. Decisions rotated around topics of importance on communicating successes in agricultural development, accumulating rigorous evidence on agricultural development and continued investment in agricultural development. Early in October you may have noticed some changes to the ILRI web site – the front page mainly, but also a few other pages.

Apart from some design and layout changes, the biggest change is the way we use dynamic content from different sources to build up these web pages.

This dynamic combining of different content streams is part of what many people call ‘web 2.0’ or the ‘social web’. It is a fundamentally different approach to publishing, sharing and communicating on the Internet. It helps us make all kinds of information and knowledge more accessible. It allows us to ‘decentralize’ the creation and sharing of our information.

We will be making much more use of such tools and approaches as we move towards a new website in the first quarter of 2010.

We are also introducing a lot of other ways to share and communicate our knowledge, including:

  1. RSS Newsfeeds. You will begin to see some small orange icons with the word ‘subscribe’ on our website (and across the web generally). If you click on these buttons, you can sign up to receive automatic alerts each time the service is updated. These alerts can be through email or an newsreader like google or bloglines. This link on our website takes you to some newsfeeds that you can subscribe to: http://bit.ly/8F3vlg.
  2. Photos. All across ILRI, we ahve numerous photos. Until recently, we tried to capture a lot of these in an internal database – that was rather underused.  To try and make the photos more visible – and more used – we have set up an ILRI account at http://www.flickr.com/photos/ilri/sets/.
  3. Presentations. One of the most used, and often most difficult to retrieve output from our work is the powerpoint presentation. Hundreds are created and delivered each year, they usually remain on our laptops or usb sticks. We have started to collect and share some of these at http://www.slideshare.net/ilri – using the possibilities of this specialized tool. In time, we hope to publish all our powerpoints – and posters – here.
  4. Video and audio. We traditionally publish a lot of text, enlivened perhaps with photos. We also made some video and film and recorded audio, but it was costly and technically difficult to share this online. This has all changed and we have many more ways to communicate and publish using online video and audio. You can see some ILRI video at http://ilri.blip.tv (they are also on YouTube); we have also started to produce some audio podcasts at http://ilri.libsyn.com.
  5. Publications and reports. We have begun work on a complete repository of institutional outputs, using Dspace: http://dspace.ilri.org:8080/jspui/ . In line with institutional and donor requirements that we have a complete inventory of our various research outputs, we aim to index and collect them all in our repository – named Mahider. The strength of the Dspace system is that it allows us not just to collect and index outputs, we can also publish alerts and RSS feeds for use on our other websites and the content is automatically harvested by AGRIS, Google, CABI, etc. The repository is not yet complete. We aim to be complete for 2009 in early January, we will migrate records for older outputs in 2010.
  6. Google Books. For older documents and books, we – and other CGIAR Centers – are working with Google Books to make full text versions of all our reports and publications available. Search the 500 plus online books at http://bit.ly/23sajV.
  7. Calendar of events. We have begun to use Google calendar to track and present upcoming events on our Addis Ababa and Nairobi campuses. We also track relevant events organised by others that are relevant to our work. Our calendars are online (http://bit.ly/4GhfrV) – you can also add our events to your own Google calendar.

A fundamental benefit from using these tools is their openness. Anything we put into them is normally open for all to view. Anything we put in can normally be re-used and embedded back on other web sites. So our photos on Flickr or presentations on slideshare can be part of a blog story or used on a Theme or project web site. The principle we aim to follow is ‘create once, re-use often.’

The end result should be that ILRI – and our partners – can all publish, share, access, and re-use  a wider range of information and knowledge ‘outputs’ from ILRI, in much easier ways than in the past. We will also have a much better insight into how they are being used, and who by.

This work is a joint effort by staff in our knowledge managmenrt and information services and public awareness groups, with strong support from our colleagues in IT.

Over the past 20 years, research at ILRI has broadened its focus from animal health and systems research to a holistic approach to the livestock chain. This multi-disciplinary approach has necessitated the use of new tools to answer research questions that address the issue of poverty.

One of these tools is spatial mapping.

In the early years of the decade, ILRI, in collaboration with the Kenya National Bureau of Statistics, developed spatial maps of the country to identify where the pockets of extreme poverty lay. In 2003, when the maps were launched, they were immediately adopted to service a newly launched policy initiative called the Constituency Development Fund (CDF), which used the poverty index derived from spatial mapping to determine proportionate allocation of funds. ILRI subsequently worked with the Uganda Bureau of Statistics to map out areas of extreme poverty in that country.

Another example of how ILRI has put the spatial maps to effective use is its small dairy project. Research findings generated by spatial mapping persuaded Kenyan legislators to support the country’s informal milk market. The value of the government’s research-based policy changes are estimated at USD 33.5 million annually. Other projects where ILRI’s spatial mapping capacity has made significant impact are assessment of and rapid response to Rift Valley fever as well as accurate projections for crops, livestock, water use and malnutrition.

Influential PNAS chooses ILRI and partner research on 'linking knowledge with action' for its latest issue (31 March 2009).

Making research matter Institutionalization of systems approaches and scaling out of project results arguably remain our greatest challenges in more successfully linking knowledge with action resulting in sustainable poverty reduction.

Is that true? A new paper published by Patti Kristjanson and colleagues at the International Livestock Research Institute (ILRI) in the prestigious Proceedings of the National Academy of Sciences in the US, thinks it is and argues for seven principles that might help us institutionalize and scale out what works best.

Researchers have traditionally focused on research outputs–articles, methods, technologies, trainings–rather than research outcomes. But it is by jointly defining with project partners the desired outcomes of a project–including changed behaviors, policies, and practices–that links between knowledge and action can be discerned and strengthened.

A group of 19 ILRI and partner researchers have analyzed a broad range of projects using a framework that discloses some helpful lessons. The synthesis of results published in PNAS is entitled ‘Linking International Agricultural Research Knowledge with Action for Sustainable Development’.

Patti Kristjanson, lead author of the paper, says, ‘This article describes ideas, principles and approaches I wish I had been exposed to when I began leading research teams tackling agricultural development and poverty issues across Africa 20 years ago’.

The researchers applied an innovation framework to sustainable livestock development research projects in Africa and Asia. The focus of these projects included pastoral systems, poverty and ecosystems services mapping, market access by the poor, fodder and natural resource management, and livestock parasite drug resistance. The framework arose from a series of propositions advanced at  a workshop organized by the Roundtable on Science and Technology for Sustainability of the US National Academies, led by Bill Clark who directs Harvard University’s Sustainability Science Program.  

So what helps to close gaps between knowledge and action? What helps take research knowledge beyond the realm of ‘knowledge for knowledge sake’ and convert it to changes in behaviour, practices, policies, institutions and uptake of new technologies?

“The framework is important because it is pragmatic and results oriented. In applying this framework we found that strategies key to closing gaps between knowledge and action include: combining different kinds of knowledge, learning and bridging approaches, strong and diverse partnerships that level the playing field, and building capacity to innovate and communicate” said Bill Clark, Harvey Brooks Professor of International Science, Public Policy and Human Development at Harvard’s Kennedy School of Government.

In examining what approaches, processes, tools and methods helped this very diverse range of project teams be successful in linking knowledge with action, the researchers found that 7 broad principles apply.

 How to ensure success or failure of getting your research into use

  1. Problem definition.
    DO: Define the problem to be solved in a collaborative and user-driven manner.
    HOW TO FAIL?: Separate yourselves (scientists who produce knowledge) from the decision-makers who use it.
  2. Program management.
    DO: Adopt a project orientation and organization and appoint dynamic leaders accountable for achieving user-driven goals.
    HOW TO FAIL?: Let your ‘study of the problem’ displace ‘creation of solutions’.
  3. Boundary spanning.
    DO: Use ‘boundary-spanning’ organizations, individuals and actions to help bridge gaps between research and research-user communities, construct informal arenas that foster producer-user dialogues, develop joint ‘rules of engagement’ and define products jointly.
    HOW TO FAIL?: Allow dominance by groups committed to the status quo.
  4. Systems integration.
    DO: Recognize that scientific research is just one ‘piece of the puzzle’ and apply systems-oriented strategies.
    HOW TO FAIL?: Don’t engage partners best positioned to help transform knowledge into useful strategies, policies, interventions or technologies.
  5. Learning orientation.
    DO: Design your project as much for learning as for knowing and to be frankly experimental, expect and embrace failures to learn from them throughout the project’s life.
    HOW TO FAIL?: Punish or fail to fund or reward risk-taking managers
  6. Continuity with flexibility.
    DO: Strengthen links between organizations and individuals operating locally, building strong networks and innovation/response capacity.
    HOW TO FAIL?: Leave development of communication strategies and products to the communication experts to do and development of research products for the researchers to do.
  7. Manage asymmetries of power.
    DO:  Level the playing field by generating hybrid, co-created knowledge.
    HOW TO FAIL?: Don’t deal with the often large (and largely hidden) asymmetries of power felt by stakeholders.

Boundary spanning
Boundary-spanning work takes place between two or more groups that work to different standards and objectives (e.g. basic scientists evaluated by peers versus action people who are validated by political processes). Boundary objects are joint creations at the interface of communities (e.g. models, maps, assessments, contracts, posters). Even more important than ‘boundary-spanning organizations’ are boundary-spanning individuals and efforts. Having said that, individuals work within institutional frameworks, and these need to be supportive of such work (or at the very least, not block it). We need to better understand what kinds of institutional change, if any, encourage or accelerate boundary work. As boundary-spanning activities, behaviors and approaches can be learned, developing courses and training materials in this area may profit research for development. These are environments where partners come together to solve problems and create joint outputs and reach agreement as to new rules of engagement that encourage and support creativity and innovation.

Tools and processes for boundary spanning. Examples of tools and processes that can help span boundaries efficiently and effectively via collaborative efforts include: outcome mapping (<http://www.outcomemapping.ca>), participatory impact pathway analysis (Douthwaite et al, 2003), farmer impact assessment workshops (Kristjanson et al, 2002), challenge dialogue process (<http://www.innovationexpedition.com>), policy evaluation framework (Cohan et al, 1994), adaptive management (www.adaptivemanagement.net), policy-focused assessment process (Schegara and Furrow 2001), joint fact-finding (<http://www.beyondintractability.org/>), value of information approach (Yokota and Thompson, 2004), institutional histories (<http://www.ciat.cgiar.org/riiweb/>), negotiation support (van Noordwijk et al, 2001), and appreciative inquiry (<http://www.cgiar-ilac.org>). ILRI’s community facilitator-researcher approach is another useful model (Nkedianye et al, 2008).

Systems integration
One way to produce both international public goods (those with significance across borders) and local poverty impacts is for research projects to engage local partners in multiple strategically selected sites to ensure the knowledge generated can be extrapolated more broadly. Does mission-oriented research always require a systems approach (e.g. involving public- and private-sectors, non-governmental organizations, community members, scientists, and policymakers)? All our case studies suggest the answer is yes.

There is certainly a role in sustainability science for both traditional, curiosity-driven research as well as for context-specific problem solving-so long as both are conducted within a larger framework that ensures rigor and usefulness. Many scientists fear that their adopting a systems approach will reduce their comparative advantage (e.g., in-depth knowledge of a disciplinary field) and lead to their spending all their time on partnership building and other processes. This risk is real. Our case studies all point to the need to use rigorous processes, ‘tried and tested’ tools, and world-class expertise in facilitating stakeholder engagement, building teams, and establishing ways to measure and communicate impacts and outcomes.

Learning orientation
All organizations interested in transforming themselves (or their self-perceptions) from knowledge producers to knowledge learners face challenges in doing so. Management must support a learning culture and provide incentives for adopting learning approaches, as it has at ILRI, where research performance criteria now include collaborative partnerships and communication outputs beyond scientific journal articles. But ILRI and other institutions ambitious to transform themselves into learning cultures need to go further in supporting and rewarding failures (as often encouraged in private sector research). Initiatives are needed to fund collaborative teams experimenting with different learning approaches to find those that help them link knowledge with action. A cultural and institutional environment that discourages risk taking and finds failures generally unacceptable adds considerably to the challenge of taking a learning-based approach. Convening the right team and committing to co-learning and co-producing ‘hybrid’ knowledge (e.g. a combination of indigenous and scientific knowledge) for action at the beginning of the project is absolutely critical to success. ILRI’s  pastoral project is a good example of how institutional ‘protection’ is needed to truly encourage innovative and risk-taking behavior; ILRI management and large external financial support effectively provided a safe space in the sense that the team was protected from external criticism concerning a livestock institute working on wildlife conservation issues.

The issue of improving incentives and rewards for individuals that are successful ‘boundary spanners’ arose in all the case studies. A critical challenge to institutionalizing boundary spanning functions within an organization is to do so while maintaining flexibility to adjust and organize according to constantly changing needs for specific information products. Many institutions are not eager to invest in boundary functions (e.g. workshops, forums, reports) that are perceived to be not a core part of their mission, nor do government or private funders want to invest in the creation of freestanding boundary organizations. We also saw ‘informal communities’ of actors who play no explicit role in the system-often making one-on-one connections between explicit actors who otherwise might not meet-creating key relationships. Because of their ‘stealth’ nature, these are very difficult to identify, yet can be important for successful boundary-spanning, and the links from knowledge to action, to occur.

Conclusion
We believe that projects aiming to improve livelihoods in sustainable ways will increase their likelihood of being successful if they incorporate most if not all of these seven propositions. The working paper explores some of the tools, processes, approaches and strategies that can help research teams apply these principles.

The good news is that these ILRI-partner results indicate that boundary-spanning work is most effective when it is regularized yet flexible and when it enlists the support of informal communities of actors. More research is needed on what kinds of institutional change are likely to encourage and accelerate boundary work, what kind of incentives are needed to encourage individuals to pursue such work, and what kinds of courses and training materials will build capacity in this area.
