The Ewaso Ng’iro watershed incorporates the forests of Mt Kenya, the second highest mountain in Africa; the wildlife-rich savannas of Laikipia; and the arid scrublands around Dadaab, the world’s largest refugee camp, located in Kenya’s Northeastern Province near the border with Somalia.

The International Livestock Research Institute (ILRI) published in 2011 a ground-breaking assessment of Kenya’s Ewaso Ng’iro watershed that maps its key ecosystem services—water, biomass, livestock, wildlife and  irrigated crops—and estimates their economic value. Based on the quantification of, and the demand for, these services, the ILRI scientists estimated their economic value and then obtained downscaled climate change projections for northern Kenya and assessed their impact on crop conditions and surface water hydrology.

Excerpts from the first chapter of the ILRI report
‘The Arid and Semi-Arid Lands (ASALs) cover 80% of Kenya’s land area, include over 36 districts, and are home to more than 10 million people (25% of the total population) (GoK 2004). A vast majority (74%) of ASAL constituents were poor in 2005/06; poverty rates in the ASALs have increased from 65% in 1994 (KIHBS 2005/6 cited in MDNKOAL 2008), which contrasts with the rest of Kenya — national poverty rates fell from 52% to 46% in the decade 1996–2006. Similar stark inequalities between the ASALs and other areas of Kenya are found in health and education as well as infrastructure development and services provisioning (MDNKOAL 2010a).

‘After decades of neglect, the government is committed to close the development gap between the ASALs and the rest of Kenya. To do so, it charged the Ministry of State for Development of Northern Kenya and other Arid Lands (MDNKOAL) to develop policies and interventions addressing the challenges specific to ASAL, mostly regarding their climate, pastoral and agro- pastoral livelihood strategies and low infrastructure, financial, and human capitals (MDNKOAL 2008). Unlike line ministries with sectoral development planning, MDNKOAL has a cross- sectoral mandate, which requires a holistic approach to development, weighting trade-offs and promoting synergies between sectoral objectives. . . .

‘ASALs, with 24 million hectares of land suitable for livestock production, are home to 80 percent of Kenya’s livestock, a resource valued at Ksh 173.4 billion. The current annual turnover of the livestock sector in the arid lands of Kenya of Ksh 10 billion could be increased with better support for livestock production and marketing. Since livestock is the main source of livelihood of ASAL constituents, any improvement in livestock value could substantially reduce poverty. While rainfed crop production is quite marginal and restricted to pockets of higher potential areas within ASAL districts, there is a sizeable area that could support crop production if there were a greater investment in irrigation (“Pulling apart” and ASAL Draft Policy 2007 cited in MDNKOAL 2008). Wildlife-based tourism, which contributed 10% to GDP in 2007/2008 (World Bank 2010) is largely generated in the ASALs (MDNKOAL 2010a). While tourism revenue has been constantly on the rise (21.5 Million Ksh in 2000 to 65.4 Million Ksh in 2007 (Ministry of Tourism 2007)), the sector would benefit, among others, from improved road and tourism infrastructure (World Bank 2010).

‘Reliance of the ASAL on their natural capital for their development: the importance of ecosystem services In most of Kenya’s arid and semi-arid areas, pastoral livelihood strategies dominate. This involves moving livestock periodically to follow the seasonal supply of water and pasture. Agro-pastoralism, combining cropping with pastoral livestock keeping, is a livelihood strategy in areas where rainfed agriculture is possible and around more permanent water sources. In areas with slightly more rainfall, there is mixed farming with sedentary livestock. These agricultural lands are typically dominated by a mix of food, livestock and increasingly cash crops, such as flowers and high value vegetables which are often destined for export. The cash crops often rely on irrigated agriculture. Wildlife conservation and tourism are also important land uses with an increase in the dryland area under a protected status.

All of these livelihood strategies are directly dependent on ecosystem services, the benefits people get from ecosystems. As described, dryland ecosystems supply food from livestock and crops, water for domestic use and irrigation, and wood for fuel and construction (provisioning services). Beyond contributing to people’s livelihood strategies, healthy dryland ecosystems contribute to their standard of living (health, physical security) by delivering regulating services such as mitigating the impacts of periodic flooding, preventing erosion, sequestering carbon, purifying water, and affecting the distribution of rainfall throughout the region. These, in turn, all depend on supporting services, such as soil fertility that underlies the productivity of dryland and crops in particular and the production of biomass (vegetation) that sustains livestock and wildlife grazing. Moreover, Kenya’s dryland ecosystems provide important cultural services that maintain pastoral identities and support wildlife tourism.

‘ASAL ecosystems must be managed effectively so that they continue to provide these services. In developing land use planning, decision-makers need to understand and holistically manage the complex linkages between ecosystems, ecosystem services and people. The ecosystem services approach will provide tools to integrate socio-economic and bio-physical aspects providing a holistic approach to look at synergies and trade-offs in terms of land and water between land uses across the catchment.

‘One of the challenges the Ministry faces in taking the most of ASAL’s ecosystem services is to manage the various uses of water and land, as both are and will increasingly be the major limiting factors in improving standards of living in ASAL. In this context, the Ministry needs tools to compare alternative land and water uses between livestock, crop production, and wildlife-based tourism to enable its future assessments of how and how much each use will improve standards of living and whose standard of living. . . .’

Payments for ecosystem services

Biodiversity conservation among pastoral communities is increasingly researched as an area that could hold the key to helping pastoralists deal with the challenges of climate change and land use policy changes by allowing them to diversify their incomes. In Kenya the use of payments for ecosystem services, mostly around the country’s reserves and parks—where people live close to wildlife—is providing a stable, reliable and predicable source of income to pastoralists with the double advantage of reducing poverty and protecting wildlife.

In many sites where payments for ecosystem services have be piloted successfully, local-level institutions have played a significant role in enabling communities to self-govern and are supported by flexible land-use and governance systems that respect the communal land ownership patterns that have traditionally existed in these areas.

Payments to livestock herders for the ecosystem services generated through their land uses are currently being made in lands adjacent to Kenya’s famous Masai Mara National Reserve, in the southwest of the country, and in the Kitengela wildlife dispersal area to the south of Nairobi National Park. In both areas, Maasai people have formed ‘eco-conservancies’ to protect their grazing areas for livestock and wildlife alike.

‘Findings from on-going research show that in 2009 in the Kitengela area, ecosystems payment schemes were providing a large amount of income that constituted 59 per cent of the total off-farm earnings among participating households, even though livestock keeping is still the largest and most important source of income for these pastoralists,’ said Philip Osano a student at McGill University who is affiliated to the International Livestock Research Institute (ILRI) and is evaluating the effects of payments for ecosystems services on poverty reduction among pastoral communities in Kenyan rangelands.

‘Even though income from conservation payments is proving a valuable buffer against shocks such as tourism unpredictability and drought, creation of ‘eco-conservancies’ has displaced people and introduced new restrictions to grazing, natural resource collection and movement, increasing pressure on land in areas that border the eco-conservancies,’ says Claire Bedelian, a University College London researcher at ILRI who is accessing the impact of conservancy land leases on Maasai pastoralists in areas adjacent to the Masai Mara National Reserve

Scientists at ILRI, headquartered in Nairobi, Kenya, are investigating these hard trade offs to ensure that the benefits of such interventions are more equitable among members of the pastoral communities inhabiting these wildlife-rich areas.

Chancellor Angela Merkel of the Federal Republic of Germany visited Kenya today (Tue 12 Jul 2011) as the first part of a three-day, three-nation, African tour.

This morning, in the presence of the Chancellor, Merkel’s ambassador to Kenya, Ms Margit Hellwig-Boette, signed an agreement between Germany and the International Livestock Research Institute (ILRI), which is headquartered in Kenya. The signing ceremony was part of a press conference given by Kenyan Prime Minister Raila Odinga at Nairobi’s Intercontinental Hotel.

Germany has been one of ILRI’s top donors for many years, contributing more than USD11 million in just the past six years.

The new agreement Germany and ILRI signed launches a project Germany is funding in Kenya to be led by ecology researchers at ILRI and local partners in Kenya. The study will assess the state of Kenya’s ‘eco-conservancies’, which strive to benefit both Kenya’s wildlife and the pastoral people who have been stewards of wildlife in this country for centuries. The study will examine the benefits accruing from the establishment of these eco-conservancies in terms of both wildlife conservation and poverty reduction among Kenya’s pastoral communities.

Following the signing ceremony, attended by ILRI Director General Carlos Seré and ILRI’s Director of Partnerships and Communications Bruce Scott, Chancellor Merkel attended a State luncheon given by President Mwai Kibaki, to which ILRI’s director general was also invited. Chancellor Merkel then proceeded to the University of Nairobi, where she gave a keynote address.

Later in the afternoon, the Chancellor paid a visit to ILRI’s campus, in Nairobi’s Kabete suburb. Chancellor Merkel was met by ILRI Director General Seré, who welcomed her with a few remarks, noting in particular the key role science can play in helping the world feed its growing human populations.

‘Our challenge over the next four decades,’ said Seré, ‘is to feed another 2 billion people, nearly 1 billion more people in Africa alone, from the same or smaller resource base. As a scientist,’ Seré told the Chancellor, ‘I’m sure you appreciate how important research is to rising to the global challenge to feed the world sustainably.’

The ILRI director general then described the benefits of ILRI-German partnerships over many years in diverse fields, from climate change adaptation to carbon sequestration schemes to vaccine development, all conducted in Kenya; to increasing water-use efficiencies on mixed crop-livestock farms in the Nile Basin; to forestalling parasite drug resistance in West Africa; to ensuring safe milk, meat and egg production and marketing in southern Africa.

Seré concluded by requesting the Chancellor’s help in raising awareness in Germany and elsewhere of the importance of science in helping this continent to become food secure.

‘Please tell your listeners that science partnerships in this matter matter,’ said Seré.

‘Only through such partnerships will we manage to tackle the world’s increasingly complex development problems.’

Chancellor Merkel than made a few remarks to the ILRI and diplomatic communities assembled outside ILRI’s new greenhouse.

After this, ILRI’s Carlos Seré and Bruce Scott led the German Chancellor on a tour of a few of ILRI’s advanced biosciences laboratories, where Merkel spoke to several scientists about their research on the crops and farm animals that are the mainstay of poor people throughout the developing world.

The afternoon ended with ILRI’s Carlos Seré thanking the Chancellor for taking the time in her busy schedule to see at first-hand some of the high-quality and relevant science being conducted in Africa to solve some of Africa’s most intractable agricultural problems.

Some devastating news has just been published in a leading scientific journal about wildlife declines in Kenya.

Scientists have found that wildlife populations in Kenya’s famous Mara region declined progressively after 1977, with few exceptions. Populations of almost all wildlife species have declined to a third or less of their former abundance both in the protected Masai Mara National Reserve and in the adjoining pastoral ranches.

Human influences appeared to be the fundamental cause. Besides reinforced antipoaching patrols, the expansion of cultivation, settlements and fences and livestock stocking levels on the pastoral ranches need to be regulated to avoid further declines in the wildlife resource.

Populations of many wild ungulate species in Africa are in decline largely because of land-use changes and other human activities.

The four authors of this paper, published online last week in the Journal of Zoology (20 May 2011) include lead author Joseph Ogutu, formerly of the International Livestock Research Institute (ILRI) and now at the University of Hohenheim, and last author Mohamed Said, of ILRI.

The New York Times and other media are reporting this week that one of the greatest wildlife spectacles on earth—the annual migration of nearly 2 million wildebeest and zebra from the drying savannas of the Serengeti, in Tanzania, to the wetter, greener, pastures of Kenya’s adjacent Masai Mara, and back again—is threatened by a proposed new national transit road for northern Tanzania that would cut right across the migration route of these vast herds of ungulates, likely leading to the collapse of this migration and possibly the crash of this ecosystem as a whole.

Kenya’s Masai Mara is the only year-round water source in the Greater Serengeti, and thus serves as critical dry-season grazing grounds for these vast herds of big mammals.

Just one of the problems such a road would bring is a greater disease burden to people, livestock and wildlife alike. In her extensive and useful research notes to her recent article, ‘Road Kill in the Serengeti’, in the New York Times, Olivia Judson refers readers to a scientific paper written by Eric Fevre, of the Zoonotic and Emerging Diseases research group at the University of Edinburgh, now based at the International Livestock Research Institute (ILRI) in Kenya while working on a 3-year human-animal disease research project in Busia District. Fevre describes the spread of animal diseases through animal transportation in his article, ‘Animal movements and the spread of infectious diseases’ (Trends in Microbiology, 2006).

Perhaps just in time, just this month former ILRI ecologist Robin Reid, now director of the Center for Collaborative Conservation at Colorado State University, in Fort Collins, USA, began a project in Kenya that is putting radio collars on wildebeest to learn more precisely what routes the animals take in their migration. This project’s members are involving Maasai schoolchildren, who are naming the wildebeest, which they will then be able to follow. The wildebeest collars send regular tracking signals to Safaricom, which are then sent to Colorado, where the routes are posted on a web map that the schoolchildren can follow.

This year’s annual wildebeest migration has already begun. Herds are reported to have crossed the common border of Kenya/Tanzania from Northern Serengeti into Masai Mara, about 4 days ago. ‘What has been unusual about this year’s migration,’ says Paul Kirui, in the Masai Mara, ‘is that the main migration from the south arrived in the Mara early ahead of the Loita herds—the Kenyan resident herds of wildebeest—which usually migrate into the Mara from the east of the park. Normally when we start seeing them move into the park, it is a sign that the main migration from the south is on the way.’

The first population of wildebeest that Reid’s team darted and then tagged with radio collars in the Mara is the Loita group that remains resident in Kenya all year round. Or so the researchers think. The radio collars, now fixed on the first 15 wildebeest, have already started to report back and will be letting scientists, and those schoolchildren, know just where they go, and when.

Reid’s return gave ILRI cause to revisit two remarkable films about her ILRI research in the Mara. Counting in a Disappearing Land (ILRI, 11 minutes, 2007) describes Reid’s project with a Maasai community that has traditionally herded their livestock in Kenya’s wildlife-rich Masai Mara region. This ILRI project was looking to find ways of balancing the needs of people, lands and wildlife. In The Great Migration (CBS ’60 Minutes’, 15 minutes, October 2009), Scott Pelley interviews Reid about the threats to this natural spectacle and the part local Masai are playing to address these threats.

Collaborative conservation may indeed be the answer to saving the Serengeti ecosystem. Protecting majestic wild places and the wildlife they support, places that instill wonder in us, matters, of course, but so does protecting millions of people from severe poverty, chronic hunger and the afflictions that come in their wake: disease and untimely death.

With a large percentage of its land area under protection, Tanzania is a world leader in biodiversity conservation. It is also very, very poor. How this tug at resources—whether the Serengeti Plains will be used for wildlife tourism or other kinds of commerce—will play out may depend on how much the local communities living in poverty near the wildlife benefit from saving this, the last of the great migrations of big mammals on Earth.

In the beautiful, picturesque and wildlife-rich Kitengela plains just outside of Kenya’s capital, Nairobi, a unique change is taking place among Maasai livestock keepers, who have roamed these plains with their herds of cattle, sheep and goats for generations.

This change is shaping lives as well as livelihoods. James Turere Leparan is a traditional Maasai elder and herder who has watched this change take place in the last few years.

It all began when a group of scientists from the International Livestock Research Institute (ILRI) began a study in the area in 2003. ‘A group of people came to talk to us about our land’ he says. ‘They said they wanted to help us improve our livestock by helping us deal with the problems we were facing of conflict with wildlife and how best to deal with the division of what once was communal land. They began to meet with us in order to help us change the situation.’ At that time, human-wildlife conflicts between the Maasai people and wild animals from the adjacent Nairobi National Park were common. These conflicts stemmed from the fencing off of what were once communal lands. Such fencing had restricted, and in some cases blocked, animal migratory routes leading to greater conflicts between humans and animals. No less that 50 community meetings were held during the project.

At the time, ILRI planned to map out the Kitengela rangelands to find out how the sub-division of communal lands into private plots and subsequent fencing had affected herders and livestock productivity in the area. The mapping initiated by ILRI and the Kitengela community sought ways the community could best use the land for both domestic and wild animal enterprises.

‘One of the most important considerations we had in the project was to come up with solutions that would not compromise the wildlife migratory routes while also helping to improve Maasai livestock herding,’ says Mohammed Said, a scientist at ILRI and one of the leaders of the project. ‘We explored various innovative ways of helping the Kitengela community best use their land for both livestock and wildlife,’ he adds.

Most of the mapping was started by ILRI’s Mohammed and Shem Chege who are graduates of the faculty of Geo-information and Earth Observation (ITC) of the University of Twente in Netherlands. In partnership with the Africa Wildlife Foundation and the local community, ILRI extended a process of mapping using geographic information systems (GIS) technology to record spatial information about the Kitengela rangelands. Community members were trained in the use of global position satellite (GPS) devises to map the locations of fences, water sources, roads and open pasture land.

‘We soon realized that the local community had a lot of spatial knowledge,’ says Said. ‘They accurately collected spatial data about their land without the use of topographical maps, mostly by using physical features such as rivers. Their data were very accurate.’ ‘The decision to involve the community is one of the key strengths of this project,’ Said added. ‘We trained over 20 community members on how to use GPS equipment and systems to collect information that was then compiled. This built local ownership. The community realized that their contribution was just as important as that of the researchers.’

In 2001 a conservation group called Friends of the Nairobi National Park pioneered a land-leasing scheme that would pay livestock herders three times a year not to fence and develop their land, which would allow wildlife to move easily back and forth from Nairobi National Park within a Kitengela ‘corridor’. This scheme received support from the Africa Wildlife Foundation.

Soon after this, the project members identified the urgent need to develop a land-use ‘master plan’ for Kitengela to ensure that the lease program would succeed. David Nkedianye, a Kitengela Maasai who recently obtained his doctorate through his research at ILRI, said that for the program to succeed, ‘We needed to organize how we used the land. This prompted us to include in our research a project to map the lands in Kitengela that were fenced and unfenced. With this map, we could see where we needed to keep lands open for livestock and wildlife movements.’ This collection of spatial information and participatory land-use planning in Kitengela has produced some unique successes.

Now, four years after the start of this participatory mapping project, conducted with the help of geographic information systems, some 2000 sq km of the Kitengela plains have been mapped. These maps and other outputs of the project have been shared with the local herders and farmers. The local county council of Olkejuado has adopted the projects findings and maps.

The Council will use these to guide future land use in Kitengela’s wildlife-rich rangelands. A scheme to pay the local herders and farmers to keep their land open has been established. Such herders and farmers get US$4 for every acre of unfenced land. More than 30,000 acres of land are now under lease in this scheme and it is expected that this will double by the end of the year. The community is earning about US$120,000 each year from their land conservation efforts.

Other efforts in the Mara, such as those to develop community ‘wildlife conservancies’ have earned the Maasai community more than US$2 million. The availability of distribution maps of different species of animals, including livestock, now enables farmers to conduct their own ground counts of animals in the rangelands without having to use expensive methods such as aerial counts.

Since 2004, the rangeland maps have been updated to identify new and emerging threats that affect livestock keepers and herders. The community of Kitengela is now combining state-of-the-art geospatial information with local knowledge and experiences to better maintain their ecosystem while also benefiting economically from protecting the wildlife that co-exists with them. The greater income gained by James Turere and hundreds of others is bettering the lives of families and meeting their basic needs such as food and education. A major victory of this project has been its ability to influence land policy. Four months ago, the Kenya Government approved the Kitengela land-use map built by the local community, ILRI, the African Wildlife Foundation and other stakeholders.

The experiences and lessons of this project are now being applied elsewhere. One of the partners in the project is piloting a similar model to map land use in the Maasai Mara Game Reserve. A project in Tanzania conducted with ILRI and the United Nations Food and Agriculture Organisation is encouraging local people to map their own land for better management of their livestock and wildlife resources. Said believes that more farming and herding communities should be trained to use geospatial technologies. He is optimistic that the lessons from this project will have lasting benefits on the region’s livestock sectors as well as on the people of Kitengela.

The findings of the participatory land-use planning project in Kitengela are among many experiences of using geospatial information to support African farmers that were shared during an African Agriculture Geospatial Week that took place at ILRI’s campus in Nairobi last week, 8–13 June 2010.

We thought it appropriate in this United Nations ‘International Year of Biodiversity’ to highlight not only work by the International Livestock Research Institute (ILRI) and its partners (see ‘Livestock Diversity Needs Genebanks Too’, an opinion piece by ILRI Director General Carlos Seré published on the SciDevNet website on 21 May 2010) to conserve breeds and genes of native livestock that are rapidly disappearing, but also those of wild animals similarly threatened.

The Frozen Ark is such an initiative. It is led by Olivier Hanotte, an animal geneticist who spent many years at ILRI working to conserve livestock genetic resources indigenous in developing countries. These days Hanotte is running The Frozen Ark Consortium, a worldwide group of institutions coordinated from an office within a Frozen Ark Unit at the School of Biology at the University of Nottingham in the United Kingdom: Frozen.Ark@nottingham.ac.uk

The aim of the Frozen Ark is to preserve, for hundreds if not thousands of years, critical information about the species collected. As their website explains: ‘Despite the best efforts of conservationists, thousands of extinctions have occurred before the animals could be rescued. There has not been enough knowledge or money to stem the tide. This pattern is being repeated across all animal groups and emphasises the importance of collecting the DNA and cells of endangered animals before they go extinct. The loss of a species destroys the results of millions of years of evolution. If the cells and DNA are preserved, a very great deal of information about the species is saved. . . . For animals endangered but not yet extinct, the stored DNA and cells can also provide renewable resources of variation for revitalising captive breeding populations when the loss of variation through inbreeding threatens their survival.’

What has caught the public’s imagination is the possibility—a possibility ever more credible in light of ongoing, transformative, breakthroughs in molecular biology, particularly genetics and genomics, as well as drastic falls in the cost of sequencing genomes—that in future scientists will be able to reconstruct extinct animals from such preserved material.

‘While the reconstruction of extinct species from frozen material is not yet practicable, the possibility is not remote,’ says Hanotte. ‘If we fail to preserve the DNA and cells, the information and the possibilities will be lost forever. If DNA is stored in liquid nitrogen at -196 degrees Centigrade, it should survive intact for many hundreds, and possibly thousands, of years.’

The International Union of the Conservation of Nature (IUCN) Red List distinguishes more than 16,000 animal species that are under threat. The Fozen Ark aims eventually to collect the DNA of all these species, and the viable cells (somatic cells, eggs, embryos and sperm) of as many as possible, over the next 50 years. But Hanotte is quick to point out that the Frozen Ark Project is not a substitute for conserving the world’s diverse wildlife species, but is rather ‘a practical and timely backup of their genetic material.’

This story of the great annual wildebeest migration, the last such spectacle of big mammals on the move, focuses on two things—the danger that destruction of Kenya’s Mau Forest presents to the Mara River, the artery that keeps the wildlife and livestock in the Masai Mara region alive, and the hope for sustaining both wildlife populations and the Maasai’s pastoral livelihoods presented by new public-private initiatives called wildlife conservancies.

Poverty reduction lies behind both the danger and the hope.

Kenyan governments have allowed poor farmers to inhabit the Mau Forest, high above the Mara Game Reserve, which provides the waters for the Mara River. These farmers fell the trees to grow crops and make a living. The current government has recently acted to evict these communities to protect this important watershed.

Downstream, meanwhile, Maasai livestock herders, who have provided stewardship for the wildlife populations they live amongst for centuries, are bearing the brunt of the declining water in the Mara River, which threatens both their livestock livelihoods and the populations of big mammals and other wildlife that have made the Mara Game Reserve famous worldwide. Robin Reid says that should the Mara River disappear entirely, some experts estimate some 400,000 animals would likely perish in the very first week.

The new wildlife conservancies being developed in the lands adjacent to the Reserve are also about poverty reduction. They are an ambitious attempt by the local Maasai and private conservation and tourist companies to serve the needs both of the local livestock herders and the many people wanting to conserve resources for the wildlife. The conservancies are paying the Maasai to leave some of their lands open for wildlife. They appear to be working well, with the full support of the local Maasai. Dickson ole Kaelo, who is leading the conservancy effort, was recently a partner in an ILRI research project called Reto-o-Reto, a Maasai term meaning ‘I help you, you help me’. Dickson was a science communicator in that 3-year project, which found ways to help both the human and wildlife populations of this region. In his new role as developer of conservancies, Dickson and his community have managed to bring nearly 300 square miles of Mara rangelands under management by the conservancies, which pay equal attention to people and animals.

The long-term participatory science behind this story is demonstrable proof that, difficult as they are to find and develop, ways to help both people and wildlife, both public and private goods, exist, if all stakeholders come together and if the political will and policy support are forthcoming.

In other, drier, rangelands of Kenya, now experiencing a great drought that is killing half the livestock herds of pastoralists, some experts are predicting an end to pastoral ways of life. Other experts are predicting the end of big game in Kenya. Both, ILRI’s research indicates, are tied to one another. It appears unlikely that either will be saved without the other.

Staying Maasai

As East Africa’s iconic tribe changes with the times to keep its pastoral heritage alive, will the herders also be able and willing to save the wildlife populations around them? (photo credit: ILRI/Mann).

Every year, over a million people visit the national parks and game reserves in East Africa, generating up to nearly US$2 billion a year in revenue. The most famous of these parks are in the Maasai heartland straddling the Kenya-Tanzania border. This ‘Maasailand’ supports the most diverse concentrations of big mammals left on earth.

Often overlooked is the abundance of wildlife mixed with livestock and pastoral peoples on grasslands adjacent to the parks and reserves—and the ways these pastoral herders and their animal stock contribute to the balance of these wildlife-rich savanna ecosystems.

A new book, Staying Maasai? Livelihoods, Conservation and Development in East African Rangelands, looks at thirty years of research on East Africa’s iconic Maasai people. In it, a group of international researchers argue for big and deep changes in the region’s policies affecting Maasailand and its people.

Semi-nomadic herders have maintained a pastoral way of life, co-existing with the wildlife in this region, for several thousand years. But that balance appears to have reached its tipping point. A recent study by the International Livestock Research Institute (ILRI), for example, has shown dramatic declines of six species of wild ungulates (hoofed animals)—giraffes, hartebeest, impala, warthogs, topis and waterbuck—in Kenya’s famous Masai Mara Game Reserve, in just the last 15 years. The researchers found that these wildlife declines are linked to growing human populations crowding at the boundaries of the Reserve, which are transforming these former grasslands, the traditional ‘dispersal lands’ for wildlife, into urban settlements and crop and livestock farms, thus fragmenting the former wildlife habitats.

Staying Maasai? portrays the many ways Maasai are adapting to—and driving—rapid environmental, political and societal changes. Substantial components of the book are a product of a collaborative research program, ‘Assessing Trade-offs between Poverty Alleviation and Wildlife Conservation’, involving a multidisciplinary and international group of natural and social scientists and their Maasai collaborators, funded by the Belgian Government and coordinated by ILRI. The book’s authors encourage decision-makers to look to the Maasai peoples themselves for sustainable solutions to conserving both wildlife and pastoral lifestyles, noting that contrary to conventional wisdom, few Maasai families are yet benefiting much from wildlife tourism. A fresh look at land, pastoral and conservation policies is urgently needed to ensure the survival of this community and its wildlife-rich pastoral lands in Kenya and Tanzania.

Wildlife revenues reach few Maasai people
The findings in this volume counter national policy maxims in Kenya and Tanzania by demonstrating the generally disappointing performance of wildlife for local livelihoods. While delivering significant returns to a few landowning households living adjacent to top-end wildlife eco-tourist destinations, wildlife brings very limited returns to most Maasai households.
A case study included in this book on wildlife and Maasai living in the Kitengela region just outside Kenya’s capital of Nairobi shows that leasing and other ecosystem services payment schemes are promising ways to enhance local livelihoods. Much more work needs to be done, however, to fulfil the promise of these schemes to benefit most of the pastoral people living in wildlife areas. Allowing the schemes to merely hobble on will fail to stop the continuing declines of wildlife and continuing impoverishment of most Maasai.

The lasting value of pastoral livestock production
The research findings reported in this volume confirm the continued centrality of livestock to local livelihoods across Maasailand, making clear the lasting economic importance and resilience of pastoral livestock production. Katherine Homewood, professor of anthropology at University College London, who is a lead author and co-editor of the book, writes in the final chapter that livestock production should not be viewed ‘as some romanticized throwback to an earlier age, but as a robust and vital component of twenty-first century livelihoods in Maasai rangelands.’

Four policy lessons
With a wide range of livelihood strategies now being pursued in East Africa’s Maasailand, pastoral policy needs to take better account of the situation evolving on the ground.

(1) Support livestock production.
First and foremost, says Katherine Homewood, policy needs to take account of ‘the central nature and resilience of livestock production in the rangelands, and to embrace and foster pastoral production, supporting mobility, access to key resources, veterinary provision and marketing infrastructures.’ Homewood argues that ‘Rather than dismissing pastoral production as backward, unproductive and as failing to contribute to the national economy,’ Kenyan and Tanzanian national policies need to recognize the actual worth of this form of land use. She says these issues are insufficiently addressed in Kenya’s draft National Livestock Policy and that Tanzania’s current policies not only deny pastoralists some of their basic rights (by evicting pastoralists from some areas and denying others grazing land tenure), but in addition are counter-productive to Tanzania’s stated aims for achieving environmental and economic sustainability.

(2) Limit cultivation.
Second, governments need to be more realistic about the potential for, and impacts of, intensifying or extending crop cultivation across the rangelands to replace pastoralist livestock production. ‘It is unrealistic to envisage a major increase in food production from cultivation in arid and semi-arid rangelands,’ writes Homewood, ‘given the agro-ecological limitations both of water availability and of soil fertility.’

(3) Encourage non-farm employment.
Third, governments need to foster potential for non-farm employment in Maasailand through rural industries and better education. ‘The potential of pastoral systems will be realized only with better educational and rural diversification opportunities,’ says Homewood, ‘and acknowledgement of the importance of pastoral livestock production.’

(4) Distribute tourist revenues.
Finally, governments and conservation groups need to rethink their understanding of the contribution of wildlife conservation to rural livelihoods. Homewood concludes that ‘The structure of the tourist industry needs to change to allow landowners in Kenya to capture more than the 5% of revenues they are estimated to receive.’

Monthly surveys over 15 years link surge in human settlements near Mara Reserve with large losses of wildlife that have made Kenya popular safari destination

Populations of major wild grazing animals that are the heart and soul of Kenya’s cherished and heavily visited Masai Mara National Reserve—including giraffes, hartebeest, impala, and warthogs—have “decreased substantially” in only 15 years as they compete for survival with a growing concentration of human settlements in the region, according to a new study published today in the May 2009 issue of the British Journal of Zoology.

The study, analysed by researchers at the Nairobi-based International Livestock Research Institute (ILRI) and led and funded by World Wide Fund for Nature (WWF), is based on rigorous, monthly monitoring between 1989 and 2003 of seven “ungulate,” or hoofed, species in the Maasai Mara National Reserve, which covers some 1500 square kilometers in southwestern Kenya. Scientists found that a total of six species—giraffes, hartebeest, impala, warthogs, topis and waterbuck—declined markedly and persistently throughout the reserve.

The study provides the most detailed evidence to date on declines in the ungulate populations in the Mara and how this phenomenon is linked to the rapid expansion of human populations near the boundaries of the reserve. For example, an analysis of the monthly sample counts indicates that the losses were as high as 95 percent for giraffes, 80 percent for warthogs, 76 percent for hartebeest, and 67 percent for impala. Researchers say the declines they documented are supported by previous studies that have found dramatic drops in the reserve of once abundant wildebeest, gazelles and zebras.

“The situation we documented paints a bleak picture and requires urgent and decisive action if we want to save this treasure from disaster,” said Joseph Ogutu, the lead author of the study and a statistical ecologist at ILRI. “Our study offers the best evidence to date that wildlife losses in the reserve are widespread and substantial, and that these trends are likely linked to the steady increase in human settlements on lands adjacent to the reserve.”

Researchers found the growing human population has diminished the wild animal population by usurping wildlife grazing territory for crop and livestock production to support their families. Some traditional farming cultures to the west and southwest of the Mara continue to hunt wildlife inside the Mara Reserve, which is illegal, for food and profit.

The Mara National Reserve is located in the northernmost section of the Mara–Serengeti ecosystem in East Africa. The reserve is bounded by Tanzania’s Serengeti National Park to the south, Maasai pastoral ranches to the north and east, and crop farming to the west. The area is world-famous for its exceptional wildlife population and an annual migration of nearly two million wildebeest, zebra and other wildlife across the Serengeti and Mara plains.

Ogutu and his colleagues focused much of their attention on the rapid changes occurring in the large territories around the Mara Reserve known as the Mara ranchlands, which are home to the Maasai. Until recently, most Maasai were semi-nomadic herders—known for their warrior culture and colorful red toga-style dress—who co-existed easily with the wildlife in the region.

But over the last few decades, some Maasai have left their traditional mud-and-wattle homesteads, known as bomas, and gravitated to more permanent settlements—on the borders of the reserve. For example, Ogutu and his colleagues report that in just one of the ranchlands adjacent to the reserve—the Koyiaki ranch—the number of bomas has surged from 44 in 1950 to 368 in 2003, while the number of huts grew from 44 to 2735 in number. Their analysis found that the “abundance of all species but waterbuck and zebra decreased significantly as the number” of permanent settlements around the reserve increased.

“Wildlife are constantly moving between the reserve and surrounding ranchlands and they are increasingly competing for habitat with livestock and with large-scale crop cultivation around the human settlements,” Ogutu said. “In particular, our analysis found that more and more people in the ranchlands are allowing their livestock to graze in the reserve, an illegal activity the impoverished Maasai resort to when faced with prolonged drought and other problems,” he said.

In addition, the study warns that retaliatory killings of wildlife that break down fences, damage crops, degrade water supplies or threaten livestock and humans is “common and increasing” in the ranchlands. Ogutu said the various forces threatening wildlife in the ranchlands “could have grave consequences” for protecting wildlife in the reserve. That’s because, given the seasonal movements of the animals in and out of the reserve, on most days, most of the wildlife in the region regularly graze outside the protected reserve, in the ranchlands.

While not covered in their analysis, the researchers involved in the study are quick to point out that the Maasai’s transition to a more sedentary lifestyle has been driven partly by decades of policy neglect that left many Maasai with no choice but to abandon their more environmentally sustainable practice of grazing livestock over wide expanses of grasslands.

“The traditional livestock livelihoods of the Maasai, who rarely consume wild animals, actually helped maintain the abundance of grazing animals in East Africa, and where a pastoral approach to livestock grazing is still practiced, it continues to benefit wild populations,” said Robin Reid, a co-author of the paper who is now director of the Center for Collaborative Conservation at Colorado State University in the United States. “There appears to be a ‘tipping point’ of human populations above which former co-existence between Maasai and wildlife begins to break down. In the villages on the border of the Mara, this point has been passed, but large areas of the Mara still have populations low enough that compatibility is still possible.”

Previous research by Reid and Ogutu has shown that moderate livestock grazing in the Mara Reserve could also benefit wildlife. For example, many species of grazing wildlife avoid the reserve when the grass is tall in the wet season to avoid hiding predators and coarse, un-nutritious grass. Instead, wildlife tend to graze near traditional pastoral settlements where grass is nutritious and short because it’s used to feed pastoralist herds, and predators are clearly visible.

Reid added, “These apparently contradictory findings are now being used by local Maasai communities to address the loss of wildlife. They see that wildlife are lost when settlements are too numerous, but that moderate numbers of settlements can benefit wildlife.”

Maasai landowners are working together with the tourism companies to establish conservancies where they carefully manage the number of settlements and the number of livestock to achieve this balance. They also have the incentive to do so because the local community receives a share of the profits from tourism on their land.

Dickson Kaelo, a Maasai leader, works with tour companies and local communities to design these conservancies. During a recent experience at the new Olare Orok Conservancy, he found that wildlife initially flooded into the area when people removed their livestock and settlements. But soon, the grass grew tall and many wildlife left for the shorter grass near settlements beyond the conservancy.

“We know from thousands of years of history that pastoral livestock-keeping can co-exist with East Africa’s renowned concentrations of big mammals. And we look to these pastoralists for solutions to the current conflicts,” said Carlos Seré, Director General of ILRI. “With their help and the significant tourism revenue that the Mara wildlife generates, it is possible to invest in evidence-based approaches that can protect this region’s iconic pastoral peoples, as well as its wildlife populations.”

Another such initiative already under way, the Wildlife Conservation Lease Programme, is being implemented in the Kitengela rangelands adjacent to Nairobi National Park. The programme uses cash payments to encourage pastoralist families living on leased lands not to fence, develop or sell their acreage. This lease programme, which is supported by The Wildlife Foundation, Friends of Nairobi National Park (through reimbursement of the costs of predators killing livestock), the Kenya Wildlife Service, and the United States Agency for International Development (through land-use mapping and livestock marketing), has been successful in keeping rangelands open for wildlife and livestock grazing, while also providing Maasai families with an important source of income. ILRI believes the scheme should be broadened urgently to include more families here and should be introduced in other pastoral ecosystems and rangelands.

“We have evidence that the sharp declines of East Africa’s wildlife populations in recent years can be slowed and ecosystem crashes prevented by bettering the livelihoods of the Maasai and other pastoralists who graze their livestock near the region’s protected game parks,” concluded Seré. “Our work demonstrates that scientists, policymakers, and local communities can work together to build the technical means and adaptive capacity needed to keep this region’s pastoral ecosystems, and the people who depend on them, more resilient, even in the face of big changes.
