Where are the poor? Mapping patterns of wellbeing in Uganda: 1992–99

Project Abstract/Summary:

This project aims to provide information on the spatial distribution of well-being in Uganda. It provides information that will greatly assist in designing a comprehensive and all inclusive pro-poor agenda for development and, in particular, for poverty reduction. The analysis, using household survey data for 1992 and Census data for 1991 and new spatial modelling techniques, provides lower area (district and county) poverty and inequality estimates and maps of poverty aimed at spearheading improved targeting of resources to pro-poor pro-programmes.

Project Objectives/Goals
Specifically, to produce statistically reliable poverty maps at a much higher resolution based on combining census and survey data and applying small area estimation techniques. Another specific objective was to strengthen capacity within selected Ugandan institutions and conduct a number of seminars to raise awareness about poverty maps, influence collection, analysis, distribution and use of poverty related data, and introduce poverty maps into policy-making and the preparation of the Poverty Reduction Strategy Papers.

Expected Outputs:
The work has provided two types of outputs: databases and reports that are documented and available to users via the internet. The report "Where are the Poor? Mapping patterns of Well-Being in Uganda" can be used by donors, researchers and development practitioners for improved targeting of poverty-related interventions. It also contributed to strengthening of capacity within UBOS and Makerere University.
