Deputy Director General - Corporate Services

Gail is a senior international development and operations leader with more than 25 years of experience across international research, public health, education, and development organizations. Her expertise spans strategic operations management, institutional strengthening, service delivery improvement, and aligning corporate services with organizational and development objectives.

Before rejoining ILRI, Gail held senior global operations leadership roles at the CGIAR System Organization, serving as Senior Director of Facilities Management, Security and Administration under One CGIAR and later as Senior Manager, Operations. In these positions, she worked closely with CGIAR Centers worldwide to enhance collaboration, improve operational effectiveness, strengthen security and facilities management, and promote asset sustainability and institutional resilience.

Gail previously spent more than nine years at ILRI as Head of Administration and Deputy Representative of the Director General in Ethiopia. She provided leadership across finance, human resources, supply chain, ICT, facilities management, security, liaison and protocol, and hospitality services. She also oversaw support services for institutions hosted on ILRI’s Addis Ababa campus and represented the institute in engagements with government agencies and strategic partners.

Earlier in her career, Gail served as Director of Ethiopia Country Operations for Management Sciences for Health (MSH), where she managed finance and operations for USAID-funded public health programs across the country office and nine regional offices throughout Ethiopia.
