Sheep and goat production plays a vital role in Madagascar’s rural economy by providing income, financial security and an important source of animal-source foods for vulnerable households. However, productivity remains low due to extensive production systems, poor nutrition, limited genetic improvement, inadequate animal health services and degraded grazing resources. This report assesses the performance of the small ruminant sector and evaluates a 2026–2030 investment roadmap to accelerate its development. The analysis shows that integrated investments in feed and forage, animal health, genetic improvement, rural infrastructure, market development and producer organizations could substantially increase productivity and resilience. Under the proposed intervention scenario, small ruminant meat production could increase by up to 126% by 2040 compared with current trends. The findings highlight the significant potential of coordinated investments to strengthen food and nutrition security, increase rural incomes and build more climate-resilient livestock systems, positioning sheep and goats as strategic value chains for Madagascar’s agricultural transformation.
