Scaling Strategy Support Team (SSST) Progress, Learning and Direction Report

Abstract

The 2025 Scaling Strategy Support Team (SSST) Progress, Learning and Direction Report presents an overview of how the SSST advanced CGIAR’s Scaling for Impact agenda by embedding practical scaling expertise across Science Programs and bilateral projects. Throughout the year, the team provided technical backstopping, strengthened scaling design, refined tools such as the IPSR optimization module and Responsible Scaling Toolbox, and delivered targeted capacity‑sharing activities despite resource constraints. Embedded, demand‑driven engagement improved ownership, trust, and operational relevance, while partnerships with initiatives such as AICCRA III, HarvestPlus Solutions, and MCF‑supported enterprises enabled development of actionable scaling pathways. The report highlights key learnings, including the importance of early engagement, clearer communication on the scope of scaling support, alignment with existing planning processes, and addressing institutional constraints such as limited incentives and capacity. Overall, the SSST model demonstrated significant added value by bridging research, delivery, and investment to enable responsible and sustainable scaling across CGIAR’s portfolio.
