The International Livestock Research Institute (ILRI) invites sealed Technical and Financial Proposals from qualified and experienced firms, institutions, and training providers to deliver a comprehensive Convention on Chemical and Biological Toxins Safety Training for ILRI staff based in Nairobi, Kenya.
The assignment involves the design, customization, and delivery of a practical training programme for approximately sixty (60) participants, covering chemical safety, biosafety, biosecurity, emergency preparedness, regulatory compliance, and responsible conduct of research within ILRI's laboratory and research environment.
Scope of Services
The successful bidder shall be required to:
- Design and customize a comprehensive training programme aligned with ILRI's operational environment.
- Deliver theory sessions, practical demonstrations, simulations, and case studies.
- Conduct pre-training and post-training assessments.
- Provide participant training materials and certificates.
- Submit a comprehensive training report with recommendations for strengthening ILRI's chemical and biological safety systems.
Eligibility
The tender is open to legally registered firms, institutions, and organizations with demonstrable experience in biosafety, biosecurity, chemical safety, laboratory safety, occupational health and safety, toxicology, environmental health, or related disciplines. Bidders should demonstrate a minimum of five (5) years' relevant experience and successful completion of at least three similar assignments.

The Technical Proposal must not contain any pricing information. Financial proposals shall be submitted separately in accordance with the instructions contained in the Request for Proposal document.

Evaluation Method
The procurement process will comprise:
- Mandatory compliance evaluation (Pass/Fail)
- Technical evaluation
- Oral presentation/defense
- Financial evaluation
- Due diligence and reference verification
Only bidders meeting the mandatory requirements and achieving the minimum technical threshold will proceed to financial evaluation. The final award will be based on the highest combined technical and financial score.
