Rachel Omukatia Shibalira Muyonga is a legal and policy expert with extensive experience in public service, agricultural policy development, and governance reform. She has worked with government ministries, development partners, and private sector platforms to advance inclusive, evidence-based policy frameworks across Kenya and East Africa.
Currently supporting ILRI under a short-term contract (with potential for extension), Rachel contributes to policy research and institutional analysis, focusing on agricultural transformation and innovation systems. She is supporting the MoreMilk2 (MM2) project by leading work on legal and policy frameworks for transforming the informal milk sector in selected countries. Her work integrates regulatory analysis, stakeholder engagement, and the design of innovative compliance and policy experimentation approaches.
