The International Livestock Research Institute (ILRI) invites eligible and qualified consulting firms and evaluation teams to submit a proposal for the provision of consultancy services to undertake the End-of-Project Evaluation of the R'OHOKET Project on Antimicrobial Resistance (AMR) with One Health Approach.
About the R'OHOKET Project
The R'OHOKET Project is a multi-country and multisectoral initiative implemented in Kenya, Uganda, Ethiopia, and Tanzania to combat Antimicrobial Resistance (AMR) through a coordinated One Health approach. The project brings together stakeholders from the human health, animal health, and environmental sectors to strengthen surveillance systems, improve laboratory capacity, promote research and awareness, and enhance national and regional collaboration in addressing AMR.
As the project approaches completion, ILRI seeks to engage an independent consultancy to conduct a comprehensive end-of-project evaluation that will assess project performance, document achievements and lessons learned, evaluate sustainability, and generate evidence to inform future programming and accountability to project stakeholders and the French Government.
Scope of Services
The selected consultancy will be expected to:
- Conduct an independent end-of-project evaluation using internationally recognized OECD-DAC evaluation criteria.
- Assess the project's relevance, coherence, effectiveness, efficiency, impact, sustainability, and integration of cross-cutting issues including gender, youth, and the One Health approach.
- Apply robust mixed-method evaluation methodologies incorporating both quantitative and qualitative data collection.
- Engage key stakeholders across the four participating countries through document reviews, key informant interviews, focus group discussions, and selected field visits.
- Produce high-quality evaluation deliverables, including an Inception Report, Draft Evaluation Report, Final Evaluation Report, PowerPoint presentation of findings, and dissemination webinar.

Interested consulting firms should demonstrate their eligibility as per detailed requirements provided in the attached Request for Proposal (RFP).

ILRI reserves the right to accept or reject any submission and is under no obligation to provide reasons for its decision.
Only shortlisted firms will be invited to participate in the subsequent Request for Proposal (RFP) evaluation process.
