Beyond Silos: A Continuum Between Health and Security
To strengthen biological threat prevention by integrating veterinary services into national security frameworks across Africa and Southeast Asia.
Beyond Silos addresses the fragmentation between animal health and security systems in biological threat prevention. Veterinary services are often the first to detect unusual disease outbreaks, yet remain underused in national security and non-proliferation planning. The project builds on a decade of collaboration between WOAH and Global Affairs Canada, embedding veterinary expertise into multisectoral security frameworks in Africa (via SIMBA) and Southeast Asia (via the ASEAN Leaders' Declaration on Biosafety and Biosecurity). ILRI participates as a sub-grantee to WOAH.
Objective(s):
- Integrate veterinary services into national security systems
- Strengthen multisectoral collaboration between veterinary, public health, law enforcement, and security sectors
- Build regional biological threat response capacity in Africa and ASEAN
- Ensure sustainability of biorisk management and operationalization of WOAH standards
Expected outcomes:
- Veterinary services formally embedded in national security/biorisk frameworks
- Strengthened intelligence-sharing channels between health and security sectors
- Trained veterinary laboratory personnel in biosafety/biosecurity across target countries
- National biological risk management manuals developed and adopted
- A sustainable regional biosafety/biosecurity innovation ecosystem (BioPrevail) supported
