Plan directeur du secteur élevage de Madagascar (PDSEM): Feuilles de route (2026-2030)

This brief presents the five-year investment roadmap (2026–2030) for Madagascar’s Livestock Master Plan (PDSEM), developed through comprehensive sector assessments, stakeholder consultations and evidence-based analyses. Covering four priority value chains, cattle (beef and dairy), small ruminants, poultry and pigs, the roadmap identifies strategic investments to address key production constraints while leveraging emerging opportunities. Using integrated herd, multimarket and financial investment models, it evaluates the short-, medium- and long-term impacts of alternative interventions on productivity, producer incomes, food supply and economic growth. The roadmap proposes targeted investments in feed and forage development, animal health services, value chain coordination, market infrastructure and enabling policies, while integrating measures to promote the inclusion of women and youth. It also defines the complementary roles of the public and private sectors in financing and implementing the proposed interventions. The resulting investment plans provide a practical framework to guide policy, resource mobilization and sustainable transformation of Madagascar’s livestock sector.
